Job Description

Minimum Requirements:
• 7 years (Required): Supervisory or management experience providing clear direction to staff, promoting teamwork, and motivating teams to achieve operational goals
• 7 years (Required): Experience in enterprise network operations encompassing WAN, LAN, wireless, and network security environments
• 7 years (Required): Experience ensuring service availability and operational support in mission-critical network environments

Preferred Qualifications:
• 7 years (Preferred): Experience with administration, maintenance, and design of Cisco VoIP solutions
• 5 years (Preferred): Experience managing a networking team within a highly complex enterprise environment
• 5 years (Preferred): Experience supporting 24x7x365 voice, video, and data network operations
• 5 years (Preferred): Hands-on experience with:
o SD-WAN technologies
o Network monitoring and observability platforms
o Enterprise network security integrations
• 3+ years (Preferred): Experience coordinating vendors, managed service providers, and external partners
• 3+ years (Preferred): Experience working within formal ITIL-based incident, problem, and change management processes

Description:
• The Telecommunications Manager provides leadership and operational oversight for Network Services, ensuring the reliability, security, and performance of enterprise voice and data networks.
• This role manages day-to-day operations, escalations, vendor relationships, and strategic network initiatives while supporting continuity planning until the return of the permanent Network Services Manager.

Key Responsibilities:
• Provide leadership and oversight of Network Services operations, including WAN, LAN, wireless, SD-WAN, and network security platforms
• Oversee daily operational activities such as:
o Incident management
o Problem resolution
o Service availability and performance monitoring
• Serve as the primary escalation point for high-priority network and infrastructure issues
• Coordinate and prioritize workloads across Network Services teams, including infrastructure and security-focused functions
• Support and oversee ongoing and planned initiatives, including:
o SD-WAN implementation and optimization
o Network monitoring and observability tools (e.g., ThousandEyes, AppDynamics)
o Security integrations (e.g., Secure Workload, Next-Generation Firewalls, identity services)
• Provide vendor coordination and oversight for network-related services, contracts, and service-level agreements (SLAs)
• Ensure compliance with Agency security standards, internal policies, and applicable regulatory requirements
• Participate in change management processes, ensuring appropriate documentation, risk assessments, and approvals
• Collaborate with Infrastructure Engineering, Data Center, Telecom, and Security teams to support cross-functional initiatives
• Deliver regular status reporting, risk identification, and mitigation planning to leadership
• Maintain up-to-date documentation of:
o Network architecture
o Operational procedures
o Support processes
• Support knowledge transfer and continuity planning for the transition back to the permanent Network Services Manager
