Required Skills
• Strong instructional design expertise with demonstrated experience developing eLearning, instructor-led training (ILT), virtual instructor-led training (VILT), blended learning programs, and certification programs.
• 3–5 years of instructional design, technical writing, or related experience preferred.
• Proven ability to produce high-quality, polished learning materials within defined timelines while maintaining accuracy and instructional integrity.
• Proficiency with instructional design tools and learning management systems (e.g., Adobe Captivate, Articulate, Adobe Learning Manager, Cornerstone, or similar platforms), with the ability to quickly learn new systems.

Project Overview
The Technical Writer / Instructional Designer will join the Voter Registration & Election Management Solution (VREMS) Training Team supporting the Client. This role is responsible for designing, developing, and delivering engaging, accurate, and scalable training programs that support election officials at multiple jurisdictional levels, as well as temporary election workers and members of the public.
The position focuses on translating complex federal and state election laws, regulations, and operational procedures into accessible and practical learning experiences. Deliverables may include:
• eLearning modules
• Facilitator and learner guides
• Job aids and quick-reference tools
• Microlearning content
• PowerPoint presentations
• Video scripts
• Knowledge base articles
• Handouts and printable resources
Using tools such as Adobe Captivate, Adobe Learning Manager, Zendesk, SharePoint, Smartsheets, and Microsoft Office, this role blends technical writing precision with creative instructional design to ensure content is accurate, user-friendly, and scalable across jurisdictions.
This position plays a critical role in supporting the transparency, accuracy, and efficiency of the Client’s election operations by equipping officials and staff with clear, consistent, and effective training resources.
