Minimum Requirements:

• 10 years of experience with State of Texas policies, regulations, and statewide financial management practices.

• 10 years of experience supporting Oracle PeopleSoft FSCM technical tools, including Application Designer, Integration Broker, SQL, SQR, BI Publisher, SAP Business Objects, and related technologies.

• 10 years of experience performing PeopleSoft system configuration and functional administration.

• 10 years of experience supporting the PeopleSoft FSCM 9.2 Expenses module.

• 8 years of experience supporting and overseeing batch job processing, scheduling, monitoring, and issue resolution (including Run My Jobs).

• 8 years of experience implementing and enforcing security best practices, NIST standards, and multi-tenancy controls within enterprise applications.

• 8 years of experience supporting or working directly with 30+ Texas state government agencies.

• 8 years of experience developing and managing strategic roadmaps, planning initiatives, and cross-functional programs.

• 8 years of experience utilizing PeopleSoft tools including PUM, Change Assistant, Fluid UI, and Elasticsearch/Search Framework.

• 8 years of experience performing functional project management activities within ERP environments.

• 8 years of experience providing Tier 2 Service Desk support within a large multi-agency environment supported by Managed Services Tier 3 vendors.

• 6 years of experience supporting Priority 1 and Priority 2 incidents within an established Major Incident Management (MIM) process.

• 6 years of experience interpreting contractual language and holding vendors accountable to contractual obligations.

• 6 years of experience creating and distributing WCAG 2.1-compliant documentation and digital content.

• 5 years of hands-on experience supporting the CAPPS Financials Travel & Expense module.

• 3 years of experience applying ITIL principles and practices in IT Service Management (ITSM) and IT Asset Management (ITAM) environments.

• Experience leading cross-functional modernization, upgrade, and enhancement initiatives.

• Experience supporting legislative, regulatory, and third-party integration projects.

• Professional certifications related to PeopleSoft, ITIL, Project Management, ERP systems, security, or business analysis.

• Experience mentoring junior analysts and building organizational knowledge transfer programs.



Professional Development Requirement

• Complete a minimum of 10 hours annually of professional training relevant to the services provided.



Summary:

• Provide senior-level functional consulting, configuration, production support, and project coordination for the Texas Comptroller of Public Accounts (CPA) CAPPS Program.

• Serve as the Subject Matter Expert (SME) for the CAPPS Financials Travel & Expense (T&E) module within PeopleSoft FSCM 9.2.

• Support statewide ERP operations serving 100+ Texas state agencies while ensuring compliance, security, accessibility, audit readiness, and operational excellence.

• Lead system enhancements, configuration changes, testing, incident management, fiscal year-end activities, and cross-functional collaboration across CAPPS Financials and related statewide systems.

• Work independently under minimal supervision while coordinating with agency stakeholders, managed services vendors, technical teams, auditors, and executive leadership.



Responsibilities:



CAPPS Travel & Expense Functional Leadership

• Serve as the primary functional SME for the CAPPS Travel & Expense (T&E) module.

• Provide production support, troubleshooting, issue resolution, and operational oversight.

• Lead business process analysis and recommend system improvements.

• Coordinate module enhancements, upgrades, and release activities.

• Ensure compliance with State of Texas travel policies and business requirements.

• Support training, user adoption, and agency communications.

• Develop reporting and analytics related to Travel & Expense operations.



Functional Configuration & Administration

• Configure and maintain:

o Travel & Expense Business Units

o Expense Types and Categories

o Expense Reports

o Cash Advances

o Travel Authorizations

o Per Diem Rates

o Mileage Rates

o Corporate Credit Card Integrations

o Approval Workflows and Routing Rules

o Tax Configurations

o Accounting Defaults and ChartField Mappings

o CAPPS System Codes

• Ensure integration with Accounts Payable, General Ledger, and other CAPPS modules.



System Support & Technical Collaboration

• Collaborate with technical teams regarding:

o Application Designer objects

o Integration Broker

o SQL and SQR development

o BI Publisher reports

o SAP Business Objects reporting

o Security administration and multi-tenancy controls

• Participate in design reviews, troubleshooting, and implementation activities.

• Support batch processing operations and system performance optimization.



Batch Job Monitoring & Administration

• Monitor CAPPS T&E batch jobs and processing schedules.

• Track job execution and resolve processing failures.

• Validate output results and data integrity.

• Manage job dependencies and performance improvements.

• Document processing activities and ensure proper escalation procedures.



Release Management & Environment Support

• Support PeopleSoft Update Manager (PUM) and Change Assistant activities.

• Participate in selective adoption and lifecycle management initiatives.

• Support Fluid User Interface enhancements.

• Maintain Elasticsearch and Search Framework functionality.

• Support migration activities and compare report analysis.



Project & Program Support

• Participate in statewide CAPPS expansion projects and enhancements.

• Gather and document business requirements.

• Create and review Functional Design Documents (FDDs).

• Coordinate User Acceptance Testing (UAT), regression testing, and implementation activities.

• Support legislative mandates, federal requirements, and third-party integrations.

• Coordinate project deliverables, milestones, and schedules.



Service Management & Incident Response

• Provide Level 2 Service Desk support.

• Handle complex incidents and problem management activities.

• Work closely with Managed Services Tier 3 support vendors.

• Participate in Major Incident Management (MIM) processes for Priority 1 and Priority 2 incidents.

• Maintain incidents and service requests in systems such as ServiceNow and BOSSDesk.



Compliance, Security & Audit Support

• Ensure compliance with State of Texas security standards, policies, and procedures.

• Support NIST-aligned security requirements and ERP multi-tenancy controls.

• Participate in SOC-1 audits and audit response activities.

• Gather and present information for audits and open records requests.

• Ensure system changes consider security, confidentiality, privacy, and availability requirements.



Accessibility & Quality Assurance

• Ensure all digital products and content meet WCAG 2.1 accessibility requirements.

• Review, test, and remediate accessibility issues.

• Maintain compliance with accessibility standards for all user-facing content.



Fiscal Year-End & Disaster Recovery Support

• Lead statewide fiscal year-end planning and coordination activities.

• Perform reconciliations, verifications, and system configuration updates.

• Participate in disaster recovery planning, testing, and execution.

• Support upgrade testing and business continuity efforts.



Training & Stakeholder Engagement

• Deliver structured cross-training to junior staff.

• Provide training and support to agency personnel.

• Prepare and deliver presentations for executive leadership, CAPPS User Groups, and CAPPS Steering Committees.

• Collaborate with policy personnel, state agencies, vendors, and internal stakeholders.
