Minimum Requirements:

• 15+ years of experience with State of Texas financial policies, standards, and compliance requirements.
• 15+ years of experience using PeopleSoft technical tools including Application Designer, Integration Broker, SQR, SQL, BI Publisher, SAP Business Objects, and related technologies.
• 12+ years of experience performing PeopleSoft FSCM system configuration and functional setup.
• 12+ years of experience supporting and overseeing batch job management, including Run My Jobs (RMJ).
• 12+ years of experience applying security best practices, NIST standards, and multi-tenant ERP security controls.
• 12+ years of experience supporting PeopleSoft FSCM 9.2 General Ledger and Commitment Control modules.
• 10+ years of experience supporting Texas public sector organizations or a network of 30+ Texas state agencies.
• 10+ years of experience developing and managing enterprise application roadmaps and strategic initiatives.
• 10+ years of experience supporting PeopleSoft PUM, Fluid UI, Elasticsearch, and related platform technologies.
• 10+ years of experience performing functional project management within enterprise ERP programs.
• 10+ years of experience providing Tier 2 Service Desk support in environments utilizing Managed Services Tier 3 support.

Summary:
• Serve as a senior-level functional consultant supporting the Texas Comptroller of Public Accounts (CPA) CAPPS Program, including CAPPS Financials and related statewide financial systems.
• Provide subject matter expertise for Oracle PeopleSoft FSCM 9.2, with primary responsibility for General Ledger (GL), Commitment Control (KK), Cash Receipts (CR), and Project Costing (PC).
• Lead functional configuration, production support, incident management, fiscal year-end activities, system enhancements, testing, compliance, security oversight, and cross-agency stakeholder engagement.
• Support a statewide ERP environment serving 100+ agencies while ensuring compliance with State of Texas policies, ITIL practices, WCAG 2.1 accessibility standards, security requirements, and audit controls.
• Work independently with minimal supervision while coordinating with business users, technical teams, managed service providers, auditors, executive leadership, and external stakeholders.

Responsibilities:

CAPPS Functional Leadership
• Serve as the functional subject matter expert for:
o General Ledger (GL)
o Commitment Control (KK)
o Cash Receipts (CR)
o Project Costing (PC)
• Provide module ownership, governance, and operational leadership.
• Analyze, troubleshoot, and resolve complex production issues.
• Lead functional design, configuration, testing, implementation, and support activities.
• Ensure successful integration across CAPPS FSCM modules and legacy statewide systems.

System Configuration & Administration
• Configure and maintain:
o General Ledger setup
o ChartFields
o Ledger Groups
o Journal Generator
o Allocations
o Accounting Entry Templates
o Combination Edit Rules
o Tree Manager structures and reporting hierarchies
• Manage project setup, budget tracking, cost allocations, and project-to-GL reconciliations.
• Support cash receipt processing, fee code maintenance, and receipt definition setup.
• Maintain security roles and access controls within a multi-tenant ERP environment.

Production Support & Service Management
• Provide Level 2 Service Desk support.
• Manage incident resolution and escalation processes.
• Coordinate with Managed Services vendors responsible for Tier 3 support.
• Monitor, manage, and troubleshoot batch processing activities, including Run My Jobs (RMJ).
• Validate output, track dependencies, document issues, and communicate status updates.
• Participate in Major Incident Management (P1/P2 incidents).

Testing & Release Management
• Develop and execute functional testing strategies.
• Coordinate User Acceptance Testing (UAT), integration testing, regression testing, and upgrade testing.
• Support PeopleSoft Update Manager (PUM) deployments and selective adoption initiatives.
• Participate in disaster recovery exercises and environment validation activities.

Project & Program Support
• Gather business requirements and develop functional solutions.
• Create and review Functional Design Documents (FDDs).
• Support statewide CAPPS enhancements, module expansions, and agency onboarding initiatives.
• Coordinate activities related to legislative mandates, federal requirements, and third-party integrations.
• Plan and support statewide fiscal year-end processes.

Security, Compliance & Audit Support
• Apply security best practices including NIST-aligned controls.
• Support SOC-1 audits and audit evidence collection.
• Ensure compliance with State of Texas policies and financial regulations.
• Maintain data integrity, security controls, and segregation of duties.

Reporting & Analytics
• Develop and support financial reporting solutions using:
o PS Query
o BI Publisher
o SAP Business Objects
• Provide data analysis and reporting support for audits, executive leadership, and open records requests.

Training & Communication
• Deliver training and knowledge transfer to agencies and junior analysts.
• Present to CAPPS User Groups, Steering Committees, and executive stakeholders.
• Develop training materials and process documentation.
• Ensure all distributed materials comply with WCAG 2.1 accessibility standards.
