Education:

• Bachelor’s degree in Computer Science, Information Systems, or Business or equivalent experience.



Minimum Requirements:

(Candidates must meet all minimum requirements to be considered)

• 8 years (Required): Experience developing ETL mappings and workflows using Informatica PowerCenter or IICS.

• 8 years (Required): Experience acquiring and integrating data from multiple sources (Oracle, SQL Server, Excel, Access, PDF) for analytics and visualization (e.g., Tableau).

• 8 years (Required): Experience designing and developing complex, high-performance SQL scripts (Snowflake/Oracle).

• 8 years (Required): Strong analytical and problem-solving skills with experience as a Systems Analyst on data warehousing, analytics, or performance management projects.

• 8 years (Required): Technical writing and diagramming skills using tools such as Visio, Erwin, and Microsoft Office Suite (Word, Excel, PowerPoint, MS Project).

• 8 years (Required): Experience planning and delivering enterprise-wide software platforms across multiple teams or departments.

• 8 years (Required): Proven ability to write well-designed, testable, and efficient code using best practices.

Summary:

• The Systems Analyst 3 / Data Engineer supports the design, development, and implementation of a data integration hub within the Performance Management & Analytics System (PMAS).

• This role combines advanced systems analysis and data engineering expertise to interpret business needs, design scalable data solutions, and deliver high-quality data integration and analytics capabilities.

• The position operates within an Agile environment and may serve as a technical lead, driving data acquisition, transformation, and optimization efforts across multiple platforms and organizational units.

• All deliverables are considered work-for-hire and must comply with HHSC standards, including security, compliance, and documentation requirements.



Responsibilities:

• Lead or contribute to Agile development teams, including participation in sprint ceremonies and technical leadership activities.

• Analyze business objectives, user requirements, and operational procedures to identify and implement optimal technical solutions.

• Perform feasibility studies and cost-benefit analyses for proposed system enhancements or new solutions.

• Design, develop, and implement data integration solutions using Agile SDLC methodologies.

• Develop and maintain complex SQL scripts (Snowflake/Oracle) for efficient data transformation and dimensional modeling.

• Build and automate ETL processes using Informatica PowerCenter or IICS.

• Acquire, integrate, and validate data from multiple data sources (e.g., Oracle, SQL Server, Excel, Access, PDF).

• Design and maintain database objects such as views and materialized views.

• Collaborate with architects and data engineering teams to design scalable and optimized data architectures.

• Create and maintain technical documentation, including specifications, diagrams, and data models.

• Develop mockups and prototypes; collaborate with stakeholders for validation and refinement.

• Implement automated validation and testing methods (integration, load, and stress testing).

• Support deployment, operations, maintenance, and enhancement of the data integration hub.

• Troubleshoot and resolve technical issues across systems and data pipelines.

• Assist with configuration and implementation of development tools and environments.

• Ensure compliance with data security standards, particularly for sensitive healthcare data (PII/PHI).
