Job Description

Minimum Requirements:
• 8 years of experience in Git-based version control administration
• 8 years of hands-on experience managing GitHub Enterprise (Cloud or Server) organizations
• 8 years of experience designing and managing RBAC, SAML/SSO, and branch protection strategies
• 8 years of proficiency with GitHub Actions and YAML-based workflow automation
• 8 years of experience integrating CI/CD pipelines with cloud platforms (AWS preferred)
• 8 years of experience with audit logging, compliance reporting, and enterprise access reviews
• 8 years of proficiency in scripting and automation using Python, Bash, and/or PowerShell
• 8 years of experience implementing DevSecOps practices within CI/CD pipelines
• 8 years of experience using GitHub Advanced Security, including CodeQL and Secret Scanning
Preferred Qualifications:
• 4 years of experience with Infrastructure as Code (IaC) tools such as Terraform or Bicep
• 4 years of experience implementing policy-as-code solutions
• 4 years of experience documenting governance standards, technical procedures, and developer onboarding guides
• 4 years of experience leading technical enablement sessions or developer training
Summary:
• The Department of Information Resources (DIR) is seeking a Systems Analyst 3 to serve as a GitHub Enterprise Administrator.
• The Worker will support enterprise software development by providing governance, security, compliance, and automation across the GitHub Enterprise platform.
• This role requires deep experience in DevSecOps, CI/CD enablement, audit readiness, and enterprise-scale GitHub administration.
• The Systems Analyst 3 will analyze business objectives, recommend technical solutions, and ensure standardized, secure development practices across the organization.
Responsibilities:
• Analyze business objectives, operational challenges, and system requirements to identify and recommend technology-based solutions
• Conduct alternative solution analysis and cost/benefit assessments to support decision-making
• Collaborate with business and technical stakeholders to evaluate existing operational procedures and identify areas for automation or improvement
• Document detailed user requirements, system functionality, workflows, and implementation steps
• Assess system capabilities, limitations, and schedules to determine feasibility of requested enhancements
• Administer and govern GitHub Enterprise (Cloud or Server) environments at an enterprise scale
• Implement and enforce security, compliance, and governance standards across repositories and organizations
• Enable standardized CI/CD pipelines and DevSecOps practices across the software development lifecycle
