Job Description

Minimum Requirements:
(Candidates must meet or exceed all minimum requirements)
• 10+ years – Experience preparing and delivering executive-level presentations
• 10+ years – Experience supporting audits and open records requests with data analysis
• 10+ years – Experience interpreting contracts and enforcing vendor compliance
• 8+ years – Experience supporting PeopleSoft Talent Management (TAM/CG, Onboarding, and/or ePM)
• 8+ years – Experience configuring Taleo, TAM/CG, or Performance Management systems
• 8+ years – Experience with PeopleSoft Approval Workflow Engine (AWE)
• 8+ years – Experience with PeopleSoft technical tools:
• Application Designer, Integration Broker, SQL, SQR, BI Publisher
• 8+ years – Experience managing batch jobs (e.g., Run My Jobs)
• 8+ years – Experience with PeopleSoft tools:
• PUM, Fluid UI, Elasticsearch/Search Framework
• 8+ years – Experience applying security best practices and NIST standards in ERP systems
• 8+ years – Experience with UAT and regression testing for PeopleSoft HCM
• 8+ years – Experience supporting ERP integrations across modules
• 8+ years – Experience developing strategic roadmaps and cross-functional communication
• 8+ years – Experience developing WCAG 2.1-compliant materials
• 3+ years – Knowledge of ITIL (ITSM/ITAM principles)

Preferred Qualifications:
• 6+ years – Experience with State of Texas policies and regulatory environment
• 6+ years – Experience administering Onboarding security and workflow routing
• 6+ years – Experience in functional project management within CAPPS or similar ERP programs
• 6+ years – Experience supporting large public-sector organizations (30+ agencies)
• 6+ years – Experience providing Tier 2 support in a multi-vendor environment

• Have strong written, verbal, and interpersonal communication skills.
• Have knowledge of project management methodologies.
• Have knowledge of technical and functional attributes of Oracle PeopleSoft.

• Have experience with Agile and other SDLC methodologies.
• Have experience with ITIL methodologies.
• Have experience with or knowledge of information security frameworks (i.e., NIST).

Summary:
• Senior-level functional consultant supporting the State of Texas CAPPS (Centralized Accounting and Payroll/Personnel System) program
• Focus on PeopleSoft HCM 9.2 (Image 53) modules including:
O Talent Acquisition Management/Candidate Gateway (TAM/CG) & Onboarding
O Enterprise Performance Management (ePM)
• Responsible for configuration, security, reporting, integrations, and end-user support across a large, multi-agency ERP environment
• Works in a highly complex, statewide ERP ecosystem supporting 100+ agencies
• Operates with minimal supervision, leading initiatives, troubleshooting issues, and supporting strategic roadmap efforts

Responsibilities:

• Functional Configuration & System Support
• Configure and maintain:
• TAM/CG, Onboarding Activity Guides, and applicant workflows
• Performance Management templates, documents, evaluation cycles
Manage:
• Job lifecycle (creation, approvals, postings)
• Screening, interview, offer, and onboarding workflows
• Support annual ePM cycles including workflow routing, evaluations, and approvals
• Security & Compliance
• Administer security roles, permission lists, and row-level security
Ensure compliance with:
• State of Texas policies
• WCAG 2.1 accessibility standards
• Security frameworks (e.g., NIST)
• Conduct security audits and access reviews
• Reporting & Analytics
• Develop and maintain reports and dashboards for:
• Recruiting metrics, onboarding completion, time-to-hire
• Performance evaluation completion, ratings, and compliance
• Provide workforce insights and analytics to leadership
• End-User Support
Provide Tier 2 Service Desk support including:
• Troubleshooting and incident management (ServiceNow, BOSSDesk)
Support:
• Applicant portal (Candidate Gateway)
• ePM workflows and evaluation processes
• Integration & Technical Collaboration
Support integrations across:
• HR Core, Workforce Administration, Position Management
• External systems (job boards, background checks)
Collaborate with technical teams on:
• Interfaces, batch jobs (Run My Jobs), and data flows
• Testing, Documentation & Enhancements
• Gather requirements and produce Functional Design Documents (FDDs)
Develop and execute:
• UAT and regression testing
• Support enhancements, patches, and PUM updates
Project & Operational Support Participate in:
• Year-end processing, compliance cycles, legislative updates
• Disaster recovery, upgrade testing, SOC-1 audits
• Present at user groups and steering committees
• Provide cross-training and mentorship to junior staff
