Minimum Requirements:

• 15+ years – Knowledge of State of Texas policies and procedures
• 15+ years – Knowledge of federal labor laws and regulations
• 15+ years – Technical expertise in PeopleSoft tools (App Designer, Integration Broker, SQL/SQR, BI Publisher, SAP BO)
• 12+ years – Experience performing system configuration and functional changes
• 12+ years – Experience supporting batch processing (Run My Jobs / RMJ)
• 12+ years – Knowledge of security frameworks (NIST) and multi-tenancy ERP environments
• 10+ years – Texas public sector experience supporting 30+ agencies
• 10+ years – Experience supporting PeopleSoft HCM 9.2 (CAPPS HR/PY)
• 10+ years – Experience with PUM, Fluid UI, and Elasticsearch/Search Framework
• 10+ years – Experience in functional project management and roadmap planning
• 10+ years – Experience coordinating statewide fiscal year-end processes
• 10+ years – Experience providing Tier 2 support in large environments with Managed Services vendors

Summary:
• Senior-level consultant supporting the Texas Comptroller CAPPS Program (Centralized Accounting and Payroll/Personnel System).
• Provides functional and technical expertise across PeopleSoft HCM 9.2 (HR/Payroll), including Fluid UI, AWE workflows, integrations, and statewide ERP operations.
• Supports over 100 state agencies and 80,000+ employees, ensuring compliance with State of Texas policies, federal regulations, and security standards.
• Leads system upgrades, enhancements, production support, and cross-functional initiatives while operating under ITIL-based service management practices.
• Works independently with minimal supervision and collaborates with stakeholders, vendors, and leadership.

Responsibilities:
• Provide senior-level consultative and functional support for CAPPS HR/Payroll systems.
• Lead or support PeopleSoft Fluid UI upgrades, including planning, fit-gap analysis, configuration, testing, and deployment.
• Configure and maintain PeopleSoft HCM modules, including:
o Workforce Administration
o Position Management
o Time & Labor
o Payroll and Commitment Accounting
• Manage and support Approval Workflow Engine (AWE) (configuration, monitoring, troubleshooting, and optimization).
• Develop and configure solutions using:
o Application Designer
o Integration Broker (REST/SOAP)
o SQL, SQR, BI Publisher
• Perform functional design activities, including authoring/reviewing Functional Design Documents (FDDs).
• Provide Tier 2 production support, handling complex incidents and coordinating with Tier 3 vendors.
• Lead/support major processes, including:
o Fiscal Year-End and Calendar Year-End
o ACA reporting (1095-C) and IRS compliance
o W-2 processing and Third-Party Sick Pay
• Monitor and ensure compliance with:
o State and federal HR regulations (FMLA, labor laws)
o WCAG 2.1 accessibility standards
o NIST security standards and multi-tenant ERP requirements
• Participate in:
o Major Incident Management (P1/P2 incidents)
o Disaster Recovery testing
o SOC-1 audits
• Coordinate integrations and data synchronization across systems (CAPPS, SPRS, HRIS, etc.).
• Collaborate with agencies, stakeholders, and vendors; deliver training, documentation, and presentations.
• Support roadmap planning, enhancements, and system lifecycle management (PUM, Change Assistant).
• Ensure all work follows ITIL and SDLC best practices (Agile/Waterfall).
