Qualifications
• Extensive experience with 1915(c) HCBS waiver programs and Medicaid-funded services.
• Proven background in business analysis for Medicaid or human services systems.
• Strong understanding of person-centered planning, quality management, and waiver compliance.
• Experience working with state agencies and multi-provider environments.

Role Summary
The HCBS Subject Matter Expert (SME) Lead / Lead Business Analyst provides deep functional expertise in HCBS waiver programs and leads business analysis activities to ensure the ConneXion system accurately supports Missouri’s HCBS policies, workflows, and person-centered service delivery requirements.

Key Responsibilities
• Serve as the primary HCBS functional expert for the project, advising on waiver operations and compliance.
• Lead business process analysis and validation for intake, assessment, PCSP development, service authorization, utilization review, and quality assurance.
• Translate HCBS program requirements into system configuration and functional specifications.
• Collaborate with Client stakeholders to ensure alignment with current and evolving waiver policies.
• Support CMS certification, training development, and operational readiness activities.
• Validate system workflows against CMS waiver assurances and person-centered planning standards.
• Assist in requirements traceability and user acceptance testing (UAT).
