Job Description

Minimum Requirements:
• 15 years of experience developing enterprise applications using Java.
• 10 years of experience working with SQL databases, including database design, development, optimization, and troubleshooting.
• 8 years of experience supporting, maintaining, and developing large-scale enterprise applications within a collaborative team environment.
• 5 years of experience administering, supporting, or developing applications in Linux environments.
• Demonstrated experience leading software development activities, troubleshooting complex application issues, and coordinating technical project efforts.
• Experience analyzing application performance, system logs, memory utilization, and infrastructure-related issues.
• Strong knowledge of software development lifecycle (SDLC), application architecture, and enterprise development practices.
• Excellent verbal and written communication skills with the ability to collaborate across technical and business teams.

Preferred Qualifications:
• 8 years of experience utilizing the Atlassian tool suite, including Jira and related project management and collaboration tools.
• 8 years of experience working within Agile software development methodologies, including Scrum or Kanban environments.
• 2 years of experience supporting or developing State of Texas applications, preferably within the Texas Department of Public Safety (DPS) environment.
• 2 years of experience migrating or modernizing applications from legacy mainframe platforms to Java and SQL-based environments.
• Experience supporting highly available, mission-critical government or public-sector applications.
• Experience developing technical standards, governance processes, and best practices for software development teams.
• Experience with application performance tuning, database optimization, and enterprise systems integration.
• Experience mentoring junior and mid-level developers and coordinating cross-functional development teams.
Summary:
• The Software Developer III serves as a senior-level software development professional responsible for leading the design, development, enhancement, maintenance, and support of large-scale enterprise applications.
• This role oversees coding, testing, debugging, application performance tuning, database development, system troubleshooting, and technical documentation.
• The position works closely with technical teams, business stakeholders, and project leadership to deliver reliable, scalable, and secure software solutions while mentoring team members and coordinating development activities within an Agile environment.

Responsibilities:
• Lead and oversee the coding, testing, debugging, and implementation of software applications based on technical and functional requirements.
• Coordinate and oversee the preparation of test plans, test data, and testing activities to ensure application quality and reliability.
• Develop and maintain flowcharts, process diagrams, technical specifications, and system documentation.
• Prepare and oversee the creation of production run instructions, end-user documentation, and operational procedures.
• Lead research and analysis efforts for application enhancements, software modifications, technology upgrades, and new development projects.
• Analyze business and technical requirements and translate them into scalable technology solutions.
• Evaluate database schemas and perform SQL development, including writing queries, stored procedures, packages, triggers, and performance tuning activities.
• Review, optimize, and modify existing applications to improve efficiency, reliability, scalability, and maintainability.
• Analyze application logs, system messages, thread connectivity, memory utilization, disk input/output metrics, and storage capacity to identify and resolve application issues.
• Troubleshoot complex production incidents and provide root cause analysis and remediation recommendations.
• Collaborate with business users, project managers, developers, and infrastructure teams to plan and coordinate project activities.
• Prepare detailed analyses, implementation plans, technical diagrams, and verification procedures for new and existing applications.
• Develop and enforce programming standards, development methodologies, and best practices for software development teams.
• Design, develop, and implement specialized software solutions to enhance existing applications and systems.
• Identify, recommend, coordinate, and implement application and system performance improvements.
• Create, maintain, and validate backup and recovery processes to ensure business continuity and disaster recovery readiness.
• Coordinate, assign, monitor, and track development activities performed by team members and contractors.
• Participate in Agile planning sessions, sprint activities, status meetings, and project reviews.
• Ensure compliance with organizational security, development, and operational standards.
• Attend work regularly and maintain availability during approved business hours.
• Perform other duties as assigned.
