Job Description
Wisconsin residency is required. Consultant must be a Wisconsin resident or willing to relocate within 30 days of start date at own expense. This is 90-100% remote but can require staff to come onsite as necessary with sufficient notice. Onsite work is not likely, but candidate should be prepared to come onsite if required.

Required Skills and Experience:
• Experience working with a business customer to document requirements, analysis and design deliverables (15+ Years)
• Experience completing Unit/Development Testing, Systems Testing, and Supporting User Acceptance Testing (15+ Years)
• Team management expertise including creation, assignment, and tracking of work tasks and responsibilities
• Excellent oral and written communication skills
• Technical writing and documentation (12+ Years)
• Experience using SQL, SPUFI, Platinum, File Manager, Debugger, QMF Tools or equivalent (10+ Years)
• Experience with creation of detailed work plans using automated tools (15 Years)
• Application Development and Support – all phases of the systems development life cycle – supporting a CICS/DB2/COBOL/SAS/JCL Mainframe Systems (8 Years)
• MS Product experience (Excel, Outlook, Project, Word) (15 years)
• Experience completing Unit/Development Testing, Systems Testing, and Supporting User Acceptance Testing (15 Years)
• Use of Changeman, CNTL-M, JIRA Service Management, or similar tracking mechanism in performing software management activities (10 Years)

Preferred Skills and Experience:
• Knowledge and experience with child support system certification (5 Years)
• Experience executing and documenting the Test Deck for IV-D System Certification (2 Years)
• Financial and/or Case Management Child Support Enforcement: Systems development and maintenance experience (5 Years)

Responsibilities:
• Project duties will include project management/coordination, direction, guidance and consultation of multiple projects using waterfall, agile and hybrid agile methodologies
• Project duties will also include PMO support tasks such as managing action items and backlog, tracking risks and issues, preparing instructions, preparing meeting agendas and minutes, preparing and managing communication plans, assisting with process improvements, tracking resource allocation, preparing status reports, managing work plans, and serving as a liaison between business and technical partners
• Understands business and technical objectives of a project and works with project team and sponsor
• Documents risks and develops mitigation plans
• Identifies, tracks, and ensures resolution of issues and removal of barriers

Additional details:
• Weekend coverage is possible but unlikely. Potential weekend/on call during production outages only.

• Candidate must be available to perform all work during the Central Standard Time (CST) business hours 9:00 am – 3 pm (or CST hours as defined by the hiring manager)
