Job Description
**Candidates must be local to the Austin, TX area (within 50 mile radius)**

Minimum Requirements:
• 10 years of project management experience delivering large-scale enterprise implementations.
• 8 years of project management experience within State of Texas or comparable Federal/State government environments.
• 8 years of experience leading and managing legacy system modernization projects in a project management or systems analyst role.

Preferred Qualifications:
• 5 years of experience working with the State of Texas Project Delivery Framework (PDF).
• 5 years of experience implementing or managing low-code / no-code solutions.
• 3 years of experience supporting or managing Texas statewide systems.
• 3 years of experience or demonstrated knowledge of the State of Texas Quality Assurance Team (QAT) process for Major Information Resource Projects (MIRP).

Summary:
• Serve as a Project Manager 3 responsible for overseeing the State of Texas Automated Information Reporting System (STAIRS) modernization initiative for HHSC.
• Lead a large-scale modernization effort to enhance and automate business functions supporting tracking, monitoring, auditing, and management of service provider cost reports, submissions, and documentation.
• Apply strong knowledge of the PMI framework, Texas Project Delivery Framework (PDF), and Quality Assurance Team (QAT) reporting requirements for Major Information Resource Projects (MIRP).
• Act as a strategic liaison between business stakeholders and technical teams to ensure alignment of business objectives and technical solutions.

Responsibilities:
• Lead end-to-end project management activities for a complex enterprise modernization project.
• Create and maintain required project documentation, presentations, and artifacts in accordance with HHSC and Texas PDF standards.
• Provide weekly written and verbal project status updates and facilitate recurring project team meetings.
• Present project status, risks, and issues to executive leadership and oversight entities (e.g., Executive Steering Committees, QAT).
• Proactively identify, document, and escalate risks and issues, including development of contingency and mitigation plans.
• Manage and monitor project scope, schedule, budget, and resources, ensuring alignment with approved project timelines.
• Oversee and track development progress, ensuring deliverables meet business requirements and technical standards.
• Act as a primary liaison between stakeholders, business owners, vendors, and technical project teams.
• Ensure all project activities comply with HHSC guidelines, policies, and procedures.
• Oversee development and completion of SDLC artifacts, ensuring accuracy and alignment with business requirements.
• Support on-call project activities as needed based on project phase or critical milestones.
