Job Description
Minimum Requirements:

Education:
• Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field.

Certification:
• Active PMP Certification (required). Must provide certificate number and copy of your certification.

Experience:
• 8+ years IT project management experience.
• 8+ years working in the information technology industry, with 5+ years involved in data management solutions (e.g., data warehouses, data lakes), data analytics/BI, web-based (J2EE) development, or SOA-related initiatives.
• 8+ years developing clear, concise project documentation.
• 8+ years leading teams via meetings, task assignment, mentoring, facilitation, and training.
• 8+ years applying risk management to monitor progress to plan.
• 8+ years communicating project issues and progress to leadership.
• 8+ years demonstrating expert problem resolution skills.
• 8+ years full lifecycle experience across PMLC and SDLC.
• 8+ years managing project budgets and entering actuals in a tracking tool.
• 8+ years leading Agile sprints (increment planning, backlog grooming, sprint planning, daily scrums, retrospectives) and Kanban.

Preferred Qualifications:
• 6+ years experience in the healthcare industry, ideally public health.
• 6+ years managing multi-agency or multi-IT department initiatives.
• 6+ years experience within a Health and Human Services agency.
• 5+ years managing weekly activities of TSS Sprint Teams with the State of Texas.
• 5+ years effectively managing resources in mixed functional/matrixed environments.
• 5+ years developing, documenting, and executing project management plans, work plans, and quality plans.
• 5+ years experience across the full solution lifecycle from analysis and planning to development and deployment.
• 5+ years building and managing IT project teams with a proven ability to motivate and drive excellence.
• 3+ years experience with Access & Eligibility programs.

Summary:
• We are seeking an experienced Project Manager (PM3 – Emerging Technology) to support the Performance Management & Analytics System (PMAS) initiatives under the Office of the Chief Data Architect.
• The role focuses on expanding data integration competencies aligned with DIR’s Texas Data Management Framework, including Cloud Analytics for Access & Eligibility Services reporting.
• All work products are considered “works made for hire” and are HHSC property. Candidates may be subject to criminal background checks per Texas law.

Responsibilities:
• Oversee resource allocation, work plans, timelines, and schedules across PMAS initiatives.
• Collaborate closely with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on Cloud Analytics projects for Access & Eligibility Services.
• Develop and publish project management documents and deliverables compliant with the DIR Project Delivery Framework.
• Create RFPs that clearly define vendor services and deliverables for data management solutions.
• Prepare IAPDs to obtain matching federal funds for program initiatives.
• Coordinate and oversee HHS data integrations with departments across HHSC.
• Ensure continuous communication and operate as a blended, partnered team with IT and business stakeholders.
• Establish strategic roadmaps in coordination with the TSS vendor, HHS divisions, and federal stakeholders.
• Conduct procurement exercises to acquire vendor services for assessments or long-term solutions.
• Manage day-to-day operations, Scrum ceremonies (planning, standups, retrospectives), and cross-functional team coordination.
• Identify, track, and resolve risks and issues with project leadership.
• Maintain compliance with state, federal, and agency standards.
• Track full project budgets, including actuals entry in tracking tools.
• Perform all other duties as assigned.
