Job Description
Required Education:
• Bachelor of Science degree in Mechanical, Electrical, Civil, Industrial, or related engineering field from an accredited school or university

Preferred Certification:
• Professional Engineer (PE) license and/or certification by the Project Management Institute or AACE International

Required Skills, Experience, Qualifications and Abilities:
• Experience managing large, complex projects or multiple smaller projects with complex features in a hydro system or similar large-scale infrastructure environment
• Ability to manage both business and technical aspects of projects
• Strong project management skills, including budget management, scheduling, work breakdown structure development, cost analysis, forecasting, and expenditure control
• Experience with contractor/partner invoice review and processing, change control, and contingency allocation
• Ability to provide technical guidance and coordinate work performed by project teams, specialists, consultants, and contractors
• Knowledge of project requirements management, engineering economic analysis, project approval processes, and project completion reviews
• Ability to develop detailed cost estimates using advanced spreadsheet applications and project estimating systems
• Experience reviewing vendor proposals and ensuring alignment of work scopes, estimates, schedules, and cost accounts
• Strong analytical, problem-solving, communication, and coordination skills
• Ability to develop new approaches, techniques, and procedures to resolve complex project issues
• Ability to conduct project control effectiveness studies and implement process improvements

Preferred Skills, Experience, Qualifications and Abilities:
• Professional experience in hydroelectric systems, utilities, engineering projects, or large-scale infrastructure programs
• Experience with formal project management methodologies and industry-standard project controls practices
• Experience with engineering cost estimating systems and project controls software
• Experience with environmental review documentation and project decision records

Responsible for planning, developing, evaluating, coordinating, and implementing project management support frameworks for major projects or multiple complex projects within a large hydro system. The role manages the complete business and technical lifecycle of projects, ensuring successful delivery within approved budgets, schedules, quality standards, and organizational objectives.

Job Duties:
• Develop and manage project plans, schedules, budgets, and work breakdown structures
• Monitor and control project expenditures, costs, forecasts, and change management activities
• Analyze and process partner and contractor invoices
• Provide technical direction and guidance to project teams, specialists, consultants, and contractors
• Ensure project requirements are identified, tracked, and fulfilled
• Perform engineering economic analyses and support project approval activities
• Review and approve project changes within authorized limits
• Allocate project contingency funds and conduct lessons learned reviews after project completion
• Initiate and implement project control improvements to enhance project performance
• Evaluate the effectiveness of project control techniques and recommend improvements
• Prepare detailed cost estimates using advanced computer-based tools and estimating systems
• Review vendor proposals and validate alignment of scope, cost estimates, schedules, and project accounts
• Prepare project environmental decision records for review
• Support project personnel through effective communication, coordination, and problem resolution
