Required Education

• Bachelor's degree from an accredited college or university in Business Administration, Information Systems, Project Management, or a closely related field.



REQUIRED CERTIFICATION

• Project Management Professional (PMP) certification required.



Required Skills

• Minimum of three (3) years of progressively responsible project management experience, preferably leading IT system implementations, cloud/SaaS projects, or complex multi-stakeholder government initiatives.

• Proven experience managing full project lifecycles using PMBOK project management principles and best practices.

• Strong leadership, organization, and decision-making skills with the ability to manage multiple priorities simultaneously.

• Experience developing project plans, schedules, work breakdown structures, timelines, and project documentation.

• Demonstrated ability to manage project scope, risks, issues, change requests, budgets, and deliverables.

• Experience coordinating cross-functional teams, executive stakeholders, IT staff, business users, and third-party vendors.

• Excellent verbal and written communication, facilitation, presentation, and stakeholder management skills.

• Experience preparing executive status reports and maintaining project documentation that meets audit and compliance requirements.



Desired Skills

• Experience implementing enterprise SaaS or cloud-based business applications.

• Government or public-sector project management experience.

• Experience leading business process improvement, requirements gathering, fit-gap analysis, and user acceptance testing (UAT).

• Knowledge of organizational change management and system implementation best practices.

• Experience supporting licensing, permitting, inspections, enforcement, case management, or regulatory business processes.



Project Overview

Our client is seeking an experienced Project Manager to lead two enterprise SaaS implementation projects. The successful candidate will oversee the replacement of legacy business systems with modern cloud-based solutions that improve licensing, permitting, inspections, examinations, enforcement, case management, and online services. This role serves as the primary liaison between business stakeholders, Enterprise IT, executive leadership, and software vendors to ensure projects are delivered on time, within scope, and aligned with business objectives.



Duties

• Lead all phases of multiple SaaS implementation projects from project initiation through deployment and closeout.

• Develop and maintain project charters, schedules, work plans, timelines, milestones, and status reports.

• Coordinate requirements gathering, business process reviews, fit-gap analysis, testing, training, and implementation activities.

• Manage project scope, risks, issues, dependencies, and change control processes to ensure successful project delivery.

• Coordinate project resources across business divisions, Enterprise IT, and vendor teams.

• Manage vendor performance, monitor contractual deliverables, and facilitate issue resolution.

• Serve as the primary point of contact for project communications with stakeholders, executive leadership, and governance committees.

• Monitor project progress, identify potential obstacles, and implement corrective actions as needed.

• Ensure all project documentation, communications, and records comply with State standards, audit requirements, and security policies.

• Facilitate stakeholder meetings, decision-making sessions, and user acceptance testing to support successful implementation and organizational readiness.
