• Relevant professional certifications such as PMP (Project Management Professional) or equivalent project management certification are highly desirable.

• Full lifecycle IT Project Management for small, medium, and large-scale technology initiatives.

• Proven knowledge of PMI PMBOK project management methodologies.

• Experience developing project schedules, budgets, and resource allocation plans.

• Experience managing multiple concurrent projects with changing priorities and deadlines.

• Strong experience in project initiation processes, including development of:

o Requests for Information (RFI)

o Requests for Proposals (RFP)

o Vendor quotes

o Technology Investment Notifications (TIN)

o Contracts and Work Plans

• Experience managing cross-functional teams, including IT professionals, business analysts, technicians, and subject matter experts.

• Strong understanding of system testing, data administration, quality control, and application implementation processes.

• Ability to analyze legislative bills, grants, and federal guidance to determine project scope and authority.

• Experience managing stakeholder communications and vendor coordination.

• Ability to manage project security and compliance requirements, including the protection of sensitive information and Personally Identifiable Information (PII).

• Strong communication, leadership, and organizational skills.

Project Summary

The IT Project Manager will be responsible for planning, organizing, directing, and ensuring the successful delivery of information technology projects for the agency. The role will oversee the full lifecycle of projects, from project initiation and planning through execution, testing, and final implementation.

This position requires close collaboration with internal technology teams, business units, vendors, and external stakeholders to coordinate project activities and ensure alignment with organizational objectives. The IT Project Manager will develop project documentation, manage contracts and solicitations, coordinate vendor activities, and ensure projects are delivered on time, within budget, and in compliance with security and regulatory requirements.

The role also supports the Project Management Office (PMO) by promoting project governance standards, continuous improvement practices, and effective collaboration across departments.

Duties, Scope of Work, and Responsibilities

Project Management

• Utilize professional project management methodologies, including PMI PMBOK principles, to manage the full lifecycle of IT projects.

• Plan, organize, and manage projects of varying size and complexity.

• Prioritize and coordinate project tasks while managing multiple concurrent initiatives with changing deadlines and priorities.

• Develop and maintain project schedules, budgets, resource plans, and execution strategies.

• Identify project risks and implement mitigation strategies.

• Collaborate with stakeholders, management, and vendors to prepare project initiation documentation.

• Develop and manage project documentation including:

o Requests for Information (RFI)

o Requests for Proposals (RFP)

o Vendor quotes

o Technology Investment Notifications (TIN)

o Cloud Investment Notifications (CIN)

o Solicitation waivers

o Contracts and work plans

• Coordinate demonstrations, vendor engagements, and procurement activities.

• Analyze legislative bills, grants, and federal guidance to determine project scope and authorization.

• Document system requirements, workflows, system designs, and project scopes.

Project Security

• Monitor and manage project security requirements in compliance with federal, state, department, division, and agency policies.

• Coordinate with the Information Security Office (ISO) to determine security considerations and approvals.

• Ensure proper handling of sensitive, personal, and protected information, including Personally Identifiable Information (PII).

• Promote security awareness across project teams during all phases of project execution.

Project Management Office (PMO) Collaboration

• Coordinate the formation of project teams, committees, and working groups.

• Assign and monitor tasks across staff, vendors, and partner agencies to ensure successful completion.

• Ensure projects are delivered on time, within budget, and with high quality standards.

• Contribute to the continuous improvement and maturity of the Project Management Office (PMO).

• Encourage innovation, collaboration, and adherence to project governance standards aligned with state and departmental goals.

• Represent the PMO with professionalism and high ethical standards.

Staff Support and Mentorship

• Serve as a mentor and trainer for project managers, project management coordinators, and business analysts.

• Act as the primary project point of contact for stakeholders and project teams.

• Provide guidance and support to project staff throughout project lifecycles.

• Promote safe work practices within project teams.
