Department Overview:
Power Generation operates and maintains Client hydroelectric, fossil, solar generation and battery storage facilities, providing approximately 5,300 megawatts of generating capacity for our customers. Our over 900 coworkers are dedicated to delivering safe, reliable and cost-effective generation to California in an environmentally responsible manner. Our hydro facilities include 62 conventional hydro powerhouses, a pumped-storage facility, 98 reservoirs, 168 dams and more than 200 miles of canals and flumes, among other water conveyances. Natural gas-fired plants in operation are Humboldt Bay Generating Station in Eureka; Colusa Generating Station in Colusa County and Gateway Generating Station in Antioch. Several utility-scale solar generation plants also are operated and maintained, as well as Client successful entry into battery energy storage, our Elkhorn Battery facility at Moss Landing in Monterey County
Position Summary:
The Manager, Sourcing Portfolio serves as the primary interface between Power Generation business customers and Procurement, ensuring a high-quality customer experience while delivering strategic sourcing solutions that support operational reliability, financial performance, and long-term business objectives. The Portfolio Manager is accountable for developing and executing sourcing strategies, aligning procurement activities with business priorities, overseeing category performance, and leading strategic sourcing events from opportunity identification through contract execution. Through strong stakeholder engagement and demand planning, the Portfolio Manager ensures sourcing decisions balance cost, quality, schedule, supplier capability, and risk while delivering value to customers
This Manager leads a team of Category Leaders who, together with the Portfolio Manager, comprise the strategic sourcing organization supporting Power Generation. This team is responsible for achieving operational and financial goals through cost savings, value creation, supplier base optimization, and continuous process improvement. The role provides leadership for Supplier Relationship and Performance Management (SRPM) across Power Generation, driving supplier accountability, strengthening strategic partnerships, and proactively mitigating supply chain risks. By leveraging market intelligence, analytics, and collaboration across the organization, the Portfolio Manager identifies efficiencies, enhances contracting outcomes, improves supplier performance, and advances a resilient, cost-effective supply chain that supports the safe and reliable generation of electricity
Job Responsibilities:
• Serves as the primary interface between Power Generation and Procurement for sourcing activities
• Interfaces with customers to develop and refine near-term and long-term sourcing strategic and tactical plan
• Develops strategic portfolio and category plans to generate cost savings, deliver service excellence, optimizes diversity spending and total cost of ownership for key lines of business
• Ensures the overall governance of the contract approval process from contract creation through contract award.
• Oversees contract spend across multiple spend categories
• Develops short and long term strategies for all spend categories within portfolio
• Leads complex cross-functional teams in the execution of strategic sourcing initiatives
• Manages spend analysis, needs assessment, benchmarking and business case development
• Leads development and execution of negotiation strategies
• Monitors and maximizes customer satisfaction using standardized client service level agreements
• Manages supplier relationship and performance management, including continuous improvement-based relationships that deliver mutually beneficial results for Client and its suppliers
• Establishes service level agreements to hold suppliers accountable for performance
• Approves purchase orders and contracts from million
• Directly supervises Category Leaders
