Job Description
Required Education

• Bachelor’s degree with a preferred focus in Finance, Accounting, Economics, or a related area of study.



Mandatory Technical & Functional Skills:

o Cost Analyst Experience: 2-5 years' experience in regulatory functions or an adjacent area (e.g., cost accounting, rate design, regulatory reporting), preferably within the utility or another regulated

industry.

o SAP Expertise: Advanced ability to run queries in SAP, extract data, and navigate the system. Must understand how cost data is structured within SAP.

o Cost Recovery & Regulatory Knowledge: Advanced understanding of revenue requirement and cost recovery programs, rate cases, forecasts, and invoices. Ability to analyze, interpret, and report on

this complex information.

o Research & Response Drafting: Proven experience in researching, investigating, drafting formal responses, and routing them internally through compliance and regulatory channels for approval.



The primary activity of this role is to manage data, analysis, and formal responses related to the company's cost recovery in a regulated environment. The analyst will serve as a key subject matter expert, handling requests for cost and schedule data, researching and drafting official responses to regulatory and Freedom of Information (FOI) inquiries, and ensuring all processes are well-documented and compliant. This position requires a dynamic professional who can work both independently and as part of a team in a complex, regulated setting.



Job Responsibilities:

• Extract cost, forecast, and schedule data by running queries in SAP and retrieving information from cost folders.

• Analyze and interpret cost data, invoices, and forecasts to support recovery and explain variances.

• Research and investigate complex cost-related issues in response to formal data requests.

• Manage the end-to-end process for Freedom of Information (FOI) Act and regulatory inquiries.

• Draft accurate, compliant, and professional written responses to regulatory and FOI requests.

• Route all draft responses internally for review and approval by compliance, regulatory, and legal teams.

• Support the development of rate cases and regulatory filings by providing analyzed cost data.

• Document and create standard procedures for the data request and regulatory response processes.

• Ensure all work and communications adhere to regulatory standards and company compliance policies.

• Communicate findings clearly to internal stakeholders and manage multiple requests with strict deadlines.
