Job Description
Education Requirements
• Bachelor’s degree in Computer Science, Information Technology, or a related field is required.
• Equivalent combination of education and professional experience may be considered where applicable.


Required Skills
Candidates must possess a minimum of five (5) years of professional experience with the following technologies:
• MS SQL
• C#
• ASP.NET
• .NET Core
• Azure DevOps

Additional required competencies:
• Strong experience in database development, schema management, and query optimization.
• Experience working with enterprise application architectures.
• Proven ability to troubleshoot, maintain, and enhance large-scale business applications.
• Experience supporting mission-critical systems in production environments.

Preferred Skills
• Experience with Oracle databases.
• Experience with VB.NET development.
• Minimum 10 years of experience supporting election technology environments.
• Extensive experience with voter registration systems and election tabulation systems.
• Demonstrated experience supporting high-availability systems during critical operational events such as elections.
• Strong communication and coordination skills when working with external vendors and internal stakeholders.


Duties, Scope of Work, and Responsibilities
The Senior Programmer Analyst will perform the following duties and responsibilities:

System Integration & Development
• Lead the technical integration of county systems into the statewide top-down Voter Registration System.
• Troubleshoot, maintain, and enhance in-house developed applications used within the election infrastructure.
• Collaborate with internal teams and vendors to ensure proper system functionality and integration.

Data Migration & Validation
• Execute and validate complex data migrations between legacy systems and the statewide voter registration platform.
• Perform schema mapping, data validation, and reconciliation processes to ensure data accuracy and integrity during system transitions.
• Identify and resolve data inconsistencies, performance issues, or migration errors.

Election System Support
• Provide technical support during election cycles to ensure system uptime, performance stability, and accurate voter data processing.
• Assist with operational readiness for election-related activities and respond to urgent system issues as required.

Vendor Coordination & Project Tracking
• Coordinate with external software vendors to track sprint releases, identify software defects, and manage enhancement requests using Azure DevOps.
• Participate in sprint reviews, issue tracking, and deployment coordination.

Reporting & Communication
• Create and maintain technical project status reports based on user needs and project requirements.
• Communicate progress, risks, and technical findings with project stakeholders and management.
• Document technical procedures, migration processes, and system updates.

Project Summary
• The Senior Programmer Analyst will play a critical role in supporting the integration of county-level systems with the Nevada statewide top-down Voter Registration System and assisting in the modernization of legacy election infrastructure.
• This position requires an experienced technical professional capable of providing technical leadership, data migration expertise, and operational support for election systems.
• The selected candidate will assist with the ongoing system integration project while ensuring the integrity, availability, and reliability of election technology platforms during the 2026 and 2028 election cycles.
• The role requires close collaboration with internal election staff, IT teams, and external software vendors to ensure seamless system transitions, accurate voter data management, and continuous operational readiness for election activities.
