Minimum Requirements:
• 8 years – Proven ability to analyze and resolve complex issues.
• 8 years – Experience supporting and training end users at all levels.
• 8 years – Hands-on experience with Continuous Integration (CI) and Delivery models.
• 3 years (Preferred) – Hands-on experience with large development projects using Agile methodology.
• Bachelor’s degree in Computer Science, Information Systems, or related field (or equivalent experience).
• 5+ years managing large-scale software development or deployment projects.
• 5+ years hands-on experience with Agile/SCRUM methodologies in enterprise-level application development.
• Strong technical background in SDLC/PMLC and multi-functional project team leadership.
• Excellent communication skills for interacting with technical and business stakeholders.
• Ability to make sound decisions under minimal supervision.

Preferred Qualifications:
• PMI Agile Certified Practitioner (ACP) – Preferred.
• PMI Project Management Professional (PMP) – Preferred.
• Hands-on experience with monitoring and APM tools (e.g., Splunk, Dynatrace).
• Familiarity with DevOps practices, CI/CD pipelines, and environment automation.
• Experience with Agile project management tools (Jira, Rally, VersionOne).
• Strong analytical, planning, and organizational skills.
• Creative problem-solving approach with ability to balance details and big-picture goals.

Summary:
• The Senior Technical Deployment Manager (DM) will lead and manage deployment activities for Social Services Applications (SSA) within HHSC.
• This role is responsible for planning, coordinating, and overseeing application releases, environment setup, and troubleshooting across multiple IT teams and stakeholders.
• The DM will drive automation and standardization initiatives, ensure high availability of environments, and provide leadership in Agile development practices.
• This position operates under minimal supervision with significant latitude for independent judgment.

Responsibilities:
• Oversee deployment and validation of SSA application releases and system enhancements to production.
• Plan and coordinate environment setup and configuration across development, test, training, and production environments.
• Lead troubleshooting sessions for complex technical issues involving multiple IT components and services.
• Drive automation and standardization of environment delivery processes through Agile sprints and projects.
• Maintain and update the IT DevOps roadmap aligned with SSA goals; participate in governance meetings and secure approvals.
• Provide Scrum Master support for DevSecOps teams, ensuring adherence to Agile practices and backlog grooming.
• Mentor and manage team members; resolve conflicts and ensure productivity.
• Produce and present reports on environment usage, CI/CD pipeline progress, and technology proposals to senior management.
• Provide on-call support during workdays and weekends to maintain high availability of environments.
• Perform other duties as assigned.
