Job Description
Required Skills, Knowledge, and Experience:
• Financial Experience (including personal or business taxes, accounting, budgeting, and forecasting)
• Legal Compliance
• Contract Compliance
• Advanced MS Excel including Pivot Tables
• Project management experience (construction knowledge)
• Strong analytical and investigative skills
• Knowledge of federal and state regulations related to DBE, MBE, WBE, and VBE programs
• Ability to review and interpret financial documents, tax returns (personal and business) and business records
• Excellent written and verbal communication skills
• Proficiency in using photographic equipment for field documentation
• Ability to work independently and manage multiple priorities under tight deadlines
Preferred Skills, Knowledge, and Experience
• Prior experience in contract compliance, auditing, or regulatory investigations
• Familiarity with procurement processes and disadvantaged business programs
GENERAL STATEMENT OF DUTIES:
• To assist the MBECO Administrator, agency, or division by relieving such superior of complex duties involved in analyzing, reviewing, conducting site visits and interviews for application submissions for Disadvantaged Business Enterprises (DBEs)
• To conduct application documentation review including, financial reviews of payroll records, personal and business federal tax returns, cash disbursement journals, stock certificates, to determine their participation in Procurement
• To handle new situations and act as quickly as required to resolve investigation problems; to be responsible for using and maintaining photographic equipment in field service
• To assist in the preparation of reports submitted to the Federal Highway Administration and other state or federal entities, etc., prepare reports to the Administrator stating any identified problems and recommended solutions
• To monitor all programs in MBECO including of Minority Business Enterprises, Women Business Enterprises, and Veteran Business Enterprise to determine their participation in Procurement
• To handle new situations and act as quickly as required to resolve investigation problems
• To be responsible for using and maintaining photographic equipment in field service
• To assist in the preparation of reports submitted to, Associate Director, Directors Office or assigned agency, concerning violations with regulations, policies and procedures - **Only those lawfully authorized to work in the designated country associated with the position will be considered.**
