Job Description
Note:

Minimum Requirements:

• 5+ years of experience in IT procurement, vendor management, or contract administration within a large enterprise or government environment

• 3+ years of experience reviewing and editing IT procurement documents, including Statements of Work (SOWs) and requirements documentation

• 3+ years of experience coordinating vendor communications, clarifications, and solution responses

• 2+ years of experience supporting competitive solicitations (RFOs, RFQs, or similar) and evaluation processes

• 2+ years of experience working with cross-functional stakeholders (IT, legal, procurement, and business teams)

• Strong written and verbal communication skills with demonstrated attention to detail



Preferred Qualifications

• 3+ years of experience supporting government or public-sector IT procurement (state or local preferred)

• 2+ years of experience with large-scale application development or software services contracts

• 2+ years of experience supporting contract replacement, transition, or disentanglement activities

• Familiarity with Vendor Management Offices (VMO/VMSC) and demand management models (2+ years)

• Experience working in fast-paced environments with multiple concurrent solicitations (2+ years)



Job Summary:

• The IT Procurement Specialist will provide procurement and vendor management support to TxDOT’s Vendor Management Service Compliance (VMSC) team, specifically supporting the Software Development Services (SWDS) program.

• This role supports increased solution request demand, complex replacement contract solicitations, and transition services while assisting current VMSC staff engaged in major contract efforts.

• The resource will ensure consistency with TxDOT and VMSC standards while serving as a liaison between IT business stakeholders and vendors.



Responsibilities:

Requirements & Documentation Support

• Review, edit, and ensure quality of requirements documents, including Statements of Work (SOWs)

• Contribute to revisions and development of replacement contract documentation as needed

Stakeholder Advisory & Best Practices

• Advise IT Business Area Subject Matter Experts (SMEs) and Demand team members on VMSC standards, processes, and documentation best practices

Vendor Outreach & Communication

• Conduct vendor outreach for SWDS solution requests

• Coordinate vendor questions and TxDOT clarification responses

• Communicate selection outcomes and non-selection notifications to vendors

Solution Evaluation & Work Orders

• Collect vendor solution responses and distribute them to review teams

• Assist in evaluation and overall ranking of vendor solutions

• Prepare, route, and obtain required approvals and dual signatures for work orders

Replacement Contract & Transition Support

• Assist with replacement contract solicitations, document revisions, and evaluations

• Support transition and disentanglement activities under direction of the primary Vendor Manager

Administrative & Compliance Support

• Follow TxDOT timekeeping requirements and report time accurately

• Support compliance with TxDOT procurement and security requirements
