• Experience serving as a liaison with vendors and stakeholders throughout the procurement process



Program Manager Job Responsibilities:

• Lead, track, and develop procurements in alignment with departmental priorities, procurement laws, and State requirements

• Manage the full procurement lifecycle, including planning, solicitation, evaluation, award, and implementation activities

• Develop procurement documents such as Requests for Proposals (RFPs), Requests for Quotes (RFQs), Invitations for Bids (IFBs), and Single Source Justifications

• Coordinate with program staff to define business needs, scopes of work, specifications, and evaluation criteria

• Facilitate procurement timelines, milestones, and deliverables to ensure the timely completion of solicitations and awards

• Serve as a liaison with vendors and stakeholders throughout the procurement process, ensuring fairness, transparency, and responsiveness

• Monitor procurement activity for compliance with State purchasing rules, regulations, and internal controls

• Identify opportunities to improve procurement processes, standardize practices, and increase operational efficiency

• Provide guidance and technical assistance to staff related to procurement procedures and requirements

• Perform other duties as assigned to support the department’s procurement operations
