Required Skills, Experience, Qualifications and Abilities:
• Knowledge of project planning, project execution, and project management best practices, techniques, and tools
• Ability to track and manage project milestones, deliverables, resource commitments, and constraints
• Ability to collect, analyze, and report project performance metrics
• Experience working with financial organizations to quantify project benefits and support project evaluation
• Ability to work with functional managers and project managers to ensure decision-making data is complete and available
• Strong analytical and reporting skills for IT project portfolio analysis
• Ability to develop financial and operational evaluations and provide recommendations
• Effective communication and stakeholder management skills
• Ability to represent Information Services on agency-wide projects
• Ability to support committees and cross-functional teams addressing business issues

Preferred Skills, Experience, Qualifications and Abilities:
• Experience supporting project portfolio management (PPM) activities
• Experience participating in agency-wide or enterprise-level projects
• Experience working with executive-level committees or senior leadership groups
• Experience in IT project portfolio analysis and project prioritization
• Ability to work under the guidance of senior portfolio analysts

This position supports project portfolio management and project execution activities by applying project management best practices, monitoring project performance, conducting portfolio analysis, and assisting with project evaluation and decision-making processes. The role works closely with financial organizations, project managers, and functional managers to ensure accurate project data, assess project benefits, and provide recommendations that align with organizational objectives. The position also represents Information Services on less complex agency-wide initiatives and supports committees focused on resolving key business issues.

Job Duties:
• Utilize best practices, techniques, and tools for project planning, execution, management, tracking, communication, and performance measurement
• Work with the financial organization to quantify project benefits and support objective project evaluations and approval decisions
• Collaborate with functional managers and project managers to ensure required decision-making information is complete and available
• Monitor and report project milestone schedules, resource commitments, and project constraints
• Perform IT project portfolio analysis for organizational stakeholders
• Develop financial and operational evaluations and provide recommendations to management
• Represent Information Services on agency-wide projects of moderate complexity
• Provide support to committees established to resolve key business issues
• Communicate project status, portfolio findings, and recommendations to stakeholders and management
