Job Description
Required Education:
• Bachelor’s degree in Finance, Accounting, Business Management, or Public Administration
Preferred Education:
• Certification as a certified payroll professional
Required Skills, Knowledge, and Experience:
• A thorough knowledge of the principles, practices and techniques relating to Preaudit procedures as they relate to payments of various types of payrolls transactions and Full Payroll Process Cycle inclusive of the development and filing of all required tax returns
• Strong Excel skills
• State and federal laws, rules and regulations and basic provisions of business and union contracts
• Ability to determine the mathematical accuracy, legality and proprietary of payroll payments or payments to vendors, and related capacities and skills
• Proven experience as payroll specialist or payroll manager
• Solid understanding of accounting fundamentals and payroll best practices
• Knowledge of legislation and regulations of subject matter
• Proficient in MS Office and working knowledge of Workday software
• Trustworthy with attention to confidentiality
• Outstanding organizational ability with strong attention to detail
• Excellent communication skills

Financial Reporting Manager Job Responsibilities:
• Responsible for maintaining strict scheduling of processing payrolls and vouchers in accordance with state laws, regulations, prescribed policies and directives
• Supervise the development, maintenance, and review of computer data information and systems for accurate and timely performance
• Provide proper techniques and procedures to efficiently audit state payrolls and vouchers
• Responsible for the application of federal and state laws, rules, regulations, contracts, and agreements relating to the payment of payrolls or vendors
• Development and filing of accurate Federal and State monthly and quarterly payroll tax returns
• Maintain an effective liaison with all state departments and agencies to ensure proper payments to employees or vendors and to resolve various problems as required
• Work with State retirement, ERSRI, to manage and maintain accurate employee records for State Pensions
• Responsible for closing the year-end payroll accounts and producing accurate annual W2/W3 forms and filings - **Only those lawfully authorized to work in the designated country associated with the position will be considered.**
