Job Description

Required Qualifications
• Experience with budgeting, financial analysis, or financial management processes, particularly in a grant or contract environment.
• Knowledge of state and federal regulations related to budgeting, financial reporting, and grant compliance.
• Strong ability to analyze financial data and identify trends.
• Experience preparing and reviewing budgets, financial reports, and fiscal documentation.
• Excellent written and verbal communication skills, including the ability to explain complex financial concepts to diverse audiences.
• Strong organizational and analytical skills with the ability to manage multiple detailed tasks simultaneously.
Technical Skills
• Experience with SWIFT (Oracle PeopleSoft Financials) and OBIEE (Oracle Business Intelligence Enterprise Edition) preferred.
• Proficiency in Microsoft Office Suite, particularly Excel and Word.
• Familiarity with DocuSign or similar document management tools.
• Experience using data reporting tools, spreadsheets, or business intelligence platforms to analyze and report financial data.
Preferred Skills
• Experience working with government agencies or public sector grant programs.
• Ability to initiate and manage projects independently and deliver results within deadlines.
• Experience working with performance measures and financial reporting metrics.
• Ability to adapt to changing organizational priorities and program requirements.
Key Responsibilities
• Conduct financial reconciliations for outgoing grants to ensure accuracy and compliance with applicable regulations.
• Provide oversight and guidance on grant-related financial processes, including reconciliation and reporting.
• Interpret and develop financial and grant management guidance in accordance with state and federal requirements.
• Review and analyze budgets, financial reports, and fiscal documentation related to grant programs.
• Track and analyze financial trends and performance data to support decision-making.
• Prepare financial summaries, reports, and recommendations for leadership and stakeholders.
• Translate complex financial or technical information into clear, easy-to-understand guidance.
• Develop tables, charts, and graphs to effectively present financial data and budget information.
• Support multiple detailed financial processes and grant-related activities simultaneously.
• Collaborate with internal teams and external stakeholders to ensure proper financial management and reporting.

Job Overview
We are seeking a Financial Analyst – Grants Reconciliation to support the Minnesota Department of Health by conducting financial reconciliations for outgoing grant programs. This role is responsible for reviewing grant financial activity, ensuring compliance with state and federal regulations, and providing financial analysis and guidance related to grant funding.
The ideal candidate will have strong financial analysis, budgeting, and reporting skills, along with the ability to interpret complex financial information and communicate findings clearly to stakeholders.
