Job Overview:
Seeking a Public Health Program Director 2 within the Maternal and Infant Health section of the Division of Family Health and Wellness. This position oversees multiple competitive Maternal and Child Health (MCH) grants funded through the Rural Health Transformation Program, utilizing the Healthcare Resiliency Program (HRP) model. The role provides programmatic oversight for grants aimed at strengthening maternal health systems, expanding access to care in rural and maternity care desert counties, and improving perinatal outcomes through investments in facilities, workforce, technology, and care coordination. The position supports statewide strategies aligned with the Maternal Health Strategic Plan and the Rural Health Transformation Plan, ensuring measurable impact, sustainability, and compliance with federal and state requirements.

Distinguishing Features: An employee in this class provides oversight of complex, milestone-based grant programs serving rural and underserved communities. The position works collaboratively with multiple grantees, internal teams, and external partners to support system-level transformation rather than direct service delivery.

Job Responsibilities:
• Provide programmatic oversight for multiple HRP-funded Maternal and Child Health grants focused on rural maternal health resiliency
• Monitor grantee performance, milestones, and outcome measures to ensure alignment with Rural Health Transformation goals
• Review and approve grantee work plans, progress reports, and performance data; identify trends and recommend system improvements
• Provide technical assistance to grantees on program implementation, sustainability, and performance measurement
• Collaborate with internal partners (fiscal, contracts, epidemiology, legal) to ensure compliance with federal and state grant requirements
• Participate in site visits, learning collaboratives, and cross-program coordination activities
• Contribute to evaluation, reporting, and continuous quality improvement efforts for the HRP MCH portfolio
