Job Description

Minimum Requirements:
(Candidates must meet all minimum requirements to be considered)
• 10+ years of professional database administration experience.
• 8+ years of experience with Oracle, Microsoft SQL Server, Azure SQL, or similar enterprise database platforms.
• 8+ years of experience in Relational Database Administration.
• 8+ years of experience in database design, analysis, optimization, and performance tuning.
• 8+ years of experience with database structures, normalization, data analysis, and query optimization.
• 8+ years of experience designing enterprise-scale applications and services.
• 8+ years of experience creating technical and functional design documentation.
• 8+ years of experience working within the Software Development Life Cycle (SDLC) using Agile methodologies such as Scrum.
• 8+ years of experience supporting multi-tier enterprise applications, including SOA, Microservices, and 3-Tier architectures.
• Strong knowledge of:
o Database architecture and design principles.
o Data modeling concepts and methodologies.
o Database security and compliance.
o Backup and recovery strategies.
o High availability and disaster recovery solutions.
o Database performance monitoring and tuning.
o Database migration and conversion methodologies.
o Data governance and data integrity practices.
• Experience working with cloud-hosted database environments.
• Ability to pass required pre-employment security review and eligibility screening.

Preferred Qualifications:
• 8+ years of experience supporting large-volume databases, high-availability environments, and disaster recovery infrastructures.
• 6+ years of experience with Microsoft Azure cloud services.
• 6+ years of experience extracting, transforming, and loading (ETL) data into Azure SQL databases.
• 3+ years of experience with DevOps practices, CI/CD pipelines, Git, and deployment automation tools.
• 3+ years of experience in Java/J2EE enterprise application development environments.
• 1+ year of holding or actively utilizing an Azure Certification.
• 1+ year of holding or actively utilizing a Database Administrator (DBA) Associate Certification.
• Experience converting Oracle database objects, procedures, and functions to Azure SQL.
• Experience working with AWS cloud-hosted applications and databases.
• Experience implementing database monitoring, observability, and performance analytics solutions.
• Experience supporting healthcare, government, or highly regulated environments.
• Knowledge of EIR Accessibility standards and assistive technology compliance.

Summary:
• Seeking a Senior Database Administrator III to provide advanced database administration, performance optimization, data migration, security, and high-availability support for enterprise applications within the Texas Health and Human Services Commission (HHSC).
• This role will support complex databases used by applications with advanced data models, workflows, integrations, and reporting requirements in a cloud-based Azure/AWS environment.
• The DBA III will work closely with application developers, architects, analysts, and project teams in an Agile (Scrum) environment to design, implement, monitor, secure, and optimize database solutions.
• Primary technologies include Oracle and Microsoft SQL Server/Azure SQL, with responsibilities involving database migrations, Oracle-to-Azure SQL conversions, disaster recovery planning, performance tuning, and database modernization initiatives.

Responsibilities:
• Administer, monitor, maintain, and optimize enterprise database environments.
• Design, develop, and maintain logical and physical database models.
• Analyze database requirements and implement database structures to support enterprise applications.
• Perform Oracle-to-Azure SQL database migrations, schema conversions, and data loading activities.
• Convert Oracle Stored Procedures, Functions, and database objects to Azure SQL equivalents.
• Monitor and tune database performance through indexing, query optimization, and resource management.
• Identify and resolve database bottlenecks, performance issues, and capacity concerns.
• Develop and implement database monitoring solutions and performance metrics reporting.
• Install, configure, patch, upgrade, and troubleshoot database software and environments.
• Manage database security, access controls, encryption, and compliance requirements.
• Ensure protection of data at rest and in transit.
• Implement and maintain backup, recovery, replication, archiving, and disaster recovery solutions.
• Support clustering, load balancing, and high-availability database environments.
• Create and maintain technical and functional database documentation.
• Develop database standards, naming conventions, and data governance practices.
• Maintain data dictionaries and ensure consistency of enterprise data definitions.
• Evaluate requests for new data elements and integrate them into shared data environments.
• Perform data modeling, database prototyping, and database design reviews.
• Support ETL processes and data integration activities across multiple systems.
• Collaborate with application development teams supporting Java/J2EE and Full-Stack applications.
• Participate in Agile ceremonies, sprint planning, backlog refinement, and solution design discussions.
• Assist with database benchmarking, threshold testing, and capacity planning.
• Support users and stakeholders with data access, reporting, and database-related issues.
• Ensure database-related interfaces and reporting solutions meet EIR Accessibility standards.
• Support disaster recovery testing and business continuity initiatives.
• Assist with selection, evaluation, and implementation of database technologies and tools.
• Coordinate database changes with developers, analysts, and business teams to minimize operational impacts.
