Required Education:

This role leads performance measurement and evaluation for Rural Health Transformation Program (RHTP) initiatives. The position is responsible for designing metrics, analyzing program performance, conducting research and pilot evaluations, and translating findings into actionable insights to inform policy and improve rural health outcomes.
Key Responsibilities:
1. Performance Measurement & Monitoring (˜45%)
• Develop and maintain a comprehensive performance measurement framework aligned with federal requirements
• Define, validate, and document metrics (process, output, and outcomes)
• Design data collection systems, dashboards, and reporting tools
• Monitor performance against targets, identify risks, and recommend improvements
• Provide expert guidance on metric feasibility, quality, and reporting standards
• Collaborate with internal teams, grantees, and external partners to ensure accurate and timely data
2. Data Analysis & Reporting
• Analyze quantitative and qualitative data to assess program performance
• Produce dashboards, reports, and summaries for leadership and stakeholders
• Support federal reporting (e.g., quarterly and annual reports)
• Translate complex findings into clear insights and policy recommendations
3. Program Evaluation & Research
• Design and lead evaluation studies and pilot projects assessing program impact
• Develop research plans, logic models, and mixed-methods approaches
• Oversee data collection (surveys, interviews, administrative data) and ensure compliance with data regulations
• Analyze results and present findings to inform program design, policy, and future funding decisions
4. Stakeholder Engagement & Leadership
• Serve as a subject matter expert on evaluation, metrics, and data analysis
• Collaborate with internal teams, external partners, and vendors
• Represent the program in meetings, workgroups, and public forums
• Advise leadership and contribute to strategic decision-making

• Plays a key role in shaping program strategy and policy through evidence-based insights
