Education:
• Bachelor’s degree in Computer Science, Information Systems, Business, or equivalent experience. (Preferred)

Minimum Requirements:
(Candidates must meet all minimum requirements to be considered)
• 8 years (Required): Experience developing ETL mappings and workflows using Informatica PowerCenter or IICS.
• 8 years (Required): Experience integrating data from multiple sources (Oracle, SQL Server, Excel, Access, PDF) into analytics platforms (e.g., Tableau).
• 8 years (Required): Experience writing and optimizing complex SQL queries (Snowflake or similar platforms).
• 8 years (Required): Systems analysis experience supporting data analytics, data warehousing, or performance management systems.
• 8 years (Required): Strong analytical and problem-solving skills with ability to evaluate alternative solutions.
• 8 years (Required): Experience with technical documentation, data modeling, and diagramming tools (Visio, Erwin, MS Office Suite, MS Project).
• 8 years (Required): Experience delivering enterprise software platforms used across multiple business units.
• 8 years (Required): Proven ability to write efficient, scalable, and testable code following best practices.

Summary:
• Support the Texas Health and Human Services Commission (HHSC) in developing and enhancing a centralized data integration hub within the Performance Management & Analytics System (PMAS).
• Analyze business objectives and translate them into scalable data solutions through ETL development, data modeling, and system analysis.
• Collaborate across business and technical teams to design, build, and maintain data pipelines, automation workflows, and analytics-ready datasets.
• Operate within an Agile development environment, contributing to all SDLC phases including requirements gathering, design, development, testing, and deployment.

Responsibilities:
• Analyze business objectives, user requirements, and operational procedures to identify gaps and propose data-driven solutions.
• Perform feasibility studies and cost/benefit analysis of system enhancements or new solutions.
• Design, develop, and maintain data acquisition and integration processes from multiple data sources.
• Develop and optimize complex SQL scripts and database objects (views, materialized views).
• Build and maintain ETL workflows using Informatica PowerCenter and/or IICS.
• Transform data into dimensional models for analytics and reporting.
• Collaborate with architects and engineering teams on data design, architecture, and integration strategies.
• Participate in Agile ceremonies, including sprint planning, daily stand-ups, and retrospectives.
• Perform validation and testing (integration, load, stress) of data pipelines and system outputs.
• Develop automated validation and quality assurance processes for data accuracy and completeness.
• Produce and maintain technical documentation, including system specifications, data models, and diagrams.
• Work with stakeholders to create mockups and prototypes for validation.
• Assess system capabilities, limitations, and feasibility for enhancements or new implementations.
• Support deployment, operations, and continuous improvement of the data integration hub.
• Provide troubleshooting and resolution for technical and data-related issues.
• Ensure compliance with data security and privacy standards, especially for sensitive datasets (PII/PHI).
