Minimum Requirements:

• 10+ years of experience gathering business requirements and translating complex data requests and operational requirements into clear, actionable queries for analytics and reporting solutions.
• 10+ years of experience explaining technical findings, data limitations, and analytical results to non-technical stakeholders and business users.
• 10+ years of experience serving in complex data analysis, senior business analyst, systems analyst, business systems analyst, or data liaison roles.
• 10+ years of advanced SQL experience for data extraction, analysis, transformation, and manipulation.
• 10+ years of experience collaborating with business users, performance analysts, and IT leadership to create and validate reports, dashboards, and data visualizations.
• 10+ years of experience presenting findings, facilitating meetings, and communicating effectively with executive leadership and cross-functional teams.
• 10+ years of experience utilizing data visualization tools such as Power BI, Tableau, or comparable business intelligence platforms.
• Demonstrated experience leading requirements management, user acceptance testing, test planning, and traceability activities within Agile and/or Waterfall environments.
• Strong understanding of data integration, reporting processes, and enterprise analytics environments.
• Proven ability to manage multiple priorities and complex stakeholder relationships in large organizations.

Preferred Qualifications:
• 5+ years of experience supporting Business Intelligence (BI) and Data Warehouse (DW) initiatives.
• 5+ years of experience working within health and human services, healthcare, Medicaid, government, or similarly regulated environments with complex reporting requirements.
• 5+ years of experience implementing data governance, data quality, metadata management, and reporting standards.
• 2+ years of experience developing and delivering data literacy training programs for non-technical audiences.
• 2+ years of experience mentoring, coaching, and training staff with varying levels of analytical and technical expertise.
• 1+ year of experience creating AI prompt libraries, prompt catalogs, or AI-enabled reporting solutions using tools such as Streamlit and Python.
• 1+ year of experience applying responsible AI practices, AI governance frameworks, and compliance standards within an enterprise environment.
• Experience supporting Medicaid reporting, performance management, healthcare analytics, or government reporting initiatives.
• Experience validating AI-generated outputs and identifying potential hallucinations, inaccuracies, and compliance concerns.
• Familiarity with Agile methodologies, Scrum practices, sprint planning, user stories, and backlog management.
• Knowledge of enterprise data architecture, reporting platforms, and advanced analytics best practices.

Ideal Candidate Profile
The ideal candidate is a highly experienced Business Intelligence Analyst with extensive expertise in requirements gathering, SQL, reporting, data visualization, testing management, healthcare or government analytics, and AI-assisted data discovery. This individual excels at bridging the gap between technical data environments and business stakeholders while ensuring data accuracy, compliance, and actionable decision support.

Summary:
• The Business Intelligence Analyst Specialist is a senior-level expert responsible for leading business analysis, data analysis, requirements gathering, testing strategy, reporting, and AI-enabled data discovery initiatives supporting Medicaid Personal Care Services reporting within the Health and Human Services environment.
• This role serves as a critical liaison between business stakeholders, program leadership, data engineering teams, and IT organizations to ensure accurate, compliant, and actionable reporting solutions.
• The specialist will leverage advanced analytics, business intelligence, data warehousing concepts, AI prompting techniques, and data governance practices to support strategic decision-making, operational reporting, and performance management initiatives in an Agile development environment.

Responsibilities:
• Gather, analyze, and document business, functional, technical, and data requirements from program stakeholders and project sponsors.
• Translate business requirements into detailed technical specifications, business rules, acceptance criteria, and testing documentation.
• Serve as the senior Business/System Analyst supporting Agile development teams and data-centric projects.
• Develop and maintain requirements traceability matrices linking business requirements, user stories, test plans, and test cases.
• Lead testing efforts as Test Manager, including creation and execution of:
o Test plans
o Test scenarios
o Test cases
o Defect tracking and resolution processes
• Translate complex operational and reporting requirements into actionable analytics queries and AI-assisted data retrieval strategies.
• Explain technical findings, data limitations, and analytical results to non-technical audiences in clear, business-friendly language.
• Develop and optimize AI prompts for querying and synthesizing information from complex analytical data sources.
• Create and maintain standardized AI prompt libraries and reusable reporting templates.
• Guide end users on effective AI prompting techniques to improve reporting accuracy and efficiency.
• Extract, integrate, validate, and analyze data from multiple internal and external data sources.
• Collaborate with program teams, performance analysts, and IT leaders to design, validate, and maintain reports, dashboards, and visualizations.
• Validate AI-generated outputs and identify potential inaccuracies, bias, or hallucinations.
• Ensure compliance with agency reporting standards, data governance policies, security protocols, and regulatory requirements.
• Develop and deliver training programs focused on AI-assisted reporting, data literacy, and self-service analytics.
• Produce user guides, documentation, tutorials, and knowledge-transfer materials.
• Promote a data-driven culture through education, mentoring, and adoption of analytical best practices.
• Work closely with data engineering, reporting, and program teams to resolve data quality issues and reporting discrepancies.
• Provide expert consultation on data interpretation, trend analysis, and reporting methodologies.
• Research and evaluate emerging AI, analytics, and business intelligence technologies for continuous improvement opportunities.
