Job Description
Education Requirement:

• Bachelor's degree in Business Administration, Information Systems, Computer Science, Public Administration, Healthcare Administration, or a related field preferred.



Minimum Requirements:

(Candidates must meet all minimum requirements including education to be considered)

• 8 years of experience coordinating with external vendors, contractors, and service providers to complete projects and service requests, including assigning, monitoring, and evaluating work performance.

• 8 years of experience developing, reviewing, and managing project artifacts including business requirements, functional requirements, test cases, traceability matrices, technical specifications, and design documentation.

• 8 years of experience analyzing business and technical systems, troubleshooting issues, identifying root causes, and supporting solution implementation efforts.

• 8 years of experience managing project scope, acceptance criteria, deployment activities, system integration testing, and user acceptance testing.

• 8 years of experience identifying project risks, issues, dependencies, and developing mitigation and contingency strategies.

• 8 years of experience evaluating Health and Human Services (HHS) policies, procedures, standards, and regulations to determine impacts on automated systems and functional business areas.

• 8 years of experience gathering, documenting, and managing complex business and system requirements for large-scale enterprise applications.

• 8 years of experience conducting business process analysis, process mapping, and business process reengineering initiatives.

• 8 years of experience preparing business cases, cost-benefit analyses, ROI assessments, and solution recommendations.

• Strong written and verbal communication skills with the ability to communicate effectively with executive leadership, technical teams, business stakeholders, and vendors.



Preferred Qualifications:

• 3 years of experience using Azure DevOps (ADO) or Team Foundation Server (TFS) to create, maintain, and manage requirements, user stories, test cases, and project artifacts throughout the software development lifecycle.

• 3 years of experience working in Agile environments, preferably utilizing the Scaled Agile Framework (SAFe).

• 3 years of experience using Microsoft technologies, including Microsoft Office Suite, SharePoint, Teams, and Microsoft Copilot.

• 3 years of experience demonstrating knowledge of enterprise architecture components including user interfaces, business logic layers, data layers, infrastructure, integrations, workflow orchestration, and business rules engines.

• 3 years of experience working with cloud-based technology solutions and modernization initiatives.

• 3 years of experience supporting Texas Health and Human Services Commission (HHSC) programs, business processes, policies, or technology initiatives.

• 3 years of experience working with Texas Medicaid and Children's Health Insurance Program (CHIP) systems and related business processes.

• 3 years of experience updating project portfolio management tools and managing state-level Major Information Resources Project (MIRP) reporting and documentation.

• 3 years of experience supporting large-scale government technology modernization, eligibility, healthcare, Medicaid, or human services systems.



Summary:

• Serve as a key member of a major Medicaid systems modernization initiative focused on the design, oversight, and delivery of a new Medicaid application for the Texas Health and Human Services Commission (HHSC).

• Partner with business and technical stakeholders to review, analyze, and evaluate business systems, user needs, and operational processes.

• Lead business process analysis, process reengineering, requirements management, risk assessment, and solution design activities to support enterprise-level Medicaid system transformation efforts.

• Provide project and product oversight for Medicaid IT-contracted systems and integrated project initiatives.

• Develop documentation, standards, and processes that ensure consistent understanding, governance, and alignment with agency objectives and integrated solution strategies.

• Analyze business challenges and recommend technology solutions that improve operational effectiveness, efficiency, and service delivery.

• Prepare business cases, financial analyses, cost-benefit assessments, ROI evaluations, buy-versus-build recommendations, and risk mitigation strategies.



Responsibilities:

• Review, analyze, and evaluate business systems, operational processes, and user requirements.

• Elicit, document, validate, and manage business, functional, and technical requirements.

• Write detailed descriptions of user needs, business rules, program functions, workflows, and system development requirements.

• Develop and maintain requirements traceability throughout the project lifecycle.

• Conduct business process mapping, gap analysis, and business process reengineering activities.

• Identify opportunities for technology modernization and process improvement.

• Create and evaluate solution alternatives and provide recommendations based on business value, feasibility, cost, and risk.

• Prepare financial analyses including cost-benefit analysis, return on investment (ROI), and buy-versus-build assessments.

• Coordinate project activities with vendors, contractors, business partners, and technical teams.

• Review project deliverables and ensure alignment with business requirements and agency standards.

• Support project scope management, deployment planning, user acceptance testing (UAT), and system integration testing activities.

• Identify project risks, issues, dependencies, and mitigation strategies.

• Analyze Health and Human Services (HHS) policies, procedures, regulations, and standards to determine impacts on system functionality and business operations.

• Provide oversight for project documentation, application functionality delivery, and compliance with project governance standards.

• Facilitate stakeholder meetings, requirements workshops, and project status discussions.

• Support Agile and/or SAFe project delivery methodologies.

• Assist in developing agency processes, standards, and documentation to support integrated Medicaid solutions.
