Minimum Requirements:

• 8 years required experience interpreting and applying Texas Vital Statistics laws, policies, procedures, and regulations.
• 8 years required experience using Microsoft Office Suite, including Word, Excel, PowerPoint, Project, and Visio.
• 8 years required experience in project planning, coordination, and organization.
• 8 years required experience utilizing business analysis methodologies, best practices, and techniques.
• 8 years required experience analyzing and evaluating complex information technology applications, policies, and business issues.
• 8 years required experience developing creative and practical solutions to complex business and technical challenges.
• 8 years required experience communicating effectively both verbally and in writing with diverse stakeholder groups.
• 8 years required experience exercising independent judgment, prioritizing work, managing time, and coordinating the work of others.

• 8+ years preferred experience conducting risk assessments and financial analyses, including cost-benefit analysis, return on investment (ROI), and buy-versus-build evaluations.
• 8+ years preferred experience supporting system implementation, testing, change management, and operational transition activities.
• 8+ years preferred experience working in highly regulated environments requiring compliance with state laws, policies, and procedures.
• 8+ years preferred experience providing operational continuity support for mission-critical business systems and services.

Summary:
• Seeking an experienced Business Analyst III to support the Client's, Vital Statistics Section (VSS).
• The Worker will provide business analysis and operational support for the Texas Electronic Vital Events Registrar (TxEVER) System and related exceptional items to ensure continuity of business operations.
• Responsible for reviewing, analyzing, and evaluating business systems, user requirements, and operational processes related to the collection, registration, and amendment of vital records.
• Collaborates with stakeholders to identify business needs, improve processes, evaluate technology solutions, and support mission-critical public health and vital records initiatives.
• Utilizes business process analysis, process reengineering techniques, risk assessment, financial analysis, and project planning methodologies to drive operational effectiveness and system improvements.
• Works independently while coordinating with management, technical teams, and business stakeholders to deliver solutions supporting agency objectives.


Responsibilities:
• Lead end-to-end project management activities for data engineering, analytics, cloud, and AI adoption initiatives.
• Facilitate requirements gathering sessions and translate business needs into actionable project plans and deliverables.
• Coordinate activities across cross-functional teams, including business stakeholders, data engineers, architects, developers, analysts, and vendors.
• Develop and maintain project charters, schedules, work plans, budgets, resource plans, and status reports.
• Define project scope, objectives, milestones, timelines, success criteria, and key performance indicators.
• Monitor project progress, risks, issues, dependencies, and change requests to ensure successful delivery.
• Support platform modernization, data integration, data warehousing, and cloud migration initiatives.
• Collaborate with technical teams to understand data architecture, data pipelines, cloud platforms, and enterprise technology landscapes.
• Ensure alignment between business objectives, technical solutions, and AI adoption strategies.
• Prepare and deliver executive-level presentations, communications, and project status updates.
• Manage project financials, including forecasting, budgeting, resource allocation, and cost tracking.
• Facilitate governance meetings, steering committees, and stakeholder reviews.
• Support compliance, security, risk management, and data governance practices within project delivery.
• Utilize project management tools such as Jira, Azure DevOps, MS Project, and Smartsheet to track deliverables and project performance.
• Drive continuous improvement efforts and document lessons learned throughout the project lifecycle.
• Work independently with minimal supervision while managing multiple complex priorities simultaneously.
• Support occasional after-hours, weekend, or holiday work as required to meet project objectives.
