Job Description
Minimum Requirements:
• 4 years of experience as a senior-level Business Analyst supporting technical, software development, or emerging technology initiatives.
• 4 years of experience working with Agile project management methodologies, frameworks, and practices.
• Demonstrated ability to gather, analyze, and document business and functional requirements.
• Experience facilitating meetings and collaborating with business stakeholders, development teams, and quality assurance teams.
• Experience creating Agile artifacts, including themes, epics, user stories, and acceptance criteria.
• Experience supporting software development projects throughout the project lifecycle.
• Strong written and verbal communication skills.
• Experience using requirements management and collaboration tools such as Jira or similar platforms.
• Ability to analyze business processes and recommend operational improvements.
• Ability to work effectively in a hybrid team environment and manage multiple priorities.

Preferred Qualifications:
• 1 year of experience documenting and analyzing use cases.
• 1 year of experience with business process documentation and process mapping.
• Experience converting traditional business requirements and use cases into Agile user stories and epics.
• Experience facilitating story point estimation and Agile planning sessions.
• Experience supporting state government, public sector, or highly regulated environments.
• Experience identifying process improvement opportunities that increase operational effectiveness and efficiency.
• Knowledge of software testing, quality assurance processes, and acceptance criteria development.
• Experience supporting cross-functional teams during the implementation of business and technology initiatives.
• Familiarity with compliance-driven projects and operational improvement initiatives.
Summary:
• Seeking a Business Analyst II to support agency projects and strategic priorities by facilitating requirements gathering, analyzing business processes, documenting functional requirements, and supporting Agile development initiatives.
• The selected candidate will work closely with project stakeholders, development teams, and quality assurance personnel to define business needs, create actionable Agile artifacts, and identify opportunities to improve operational effectiveness, compliance, and service delivery capabilities.
• This position requires experience translating business requirements into Agile deliverables, including themes, epics, user stories, and acceptance criteria, while supporting predictive effort estimation and continuous process improvement initiatives.
• All work products produced under this engagement shall be considered "works made for hire" and are the property of the Texas Department of Public Safety.

Responsibilities:
• Facilitate requirements gathering sessions with business and technical stakeholders.
• Elicit, analyze, document, and validate business and functional requirements.
• Create and maintain themes, epics, user stories, and acceptance criteria in accordance with DPS standards.
• Convert existing use cases into actionable Agile user stories, epics, and acceptance criteria within Jira.
• Analyze existing business processes and documentation to identify opportunities for operational improvements and increased efficiency.
• Support Agile project teams throughout the software development lifecycle.
• Collaborate with development and quality assurance teams to refine requirements and ensure successful solution delivery.
• Facilitate story point estimation sessions and support predictive level-of-effort modeling.
• Assist with project planning, prioritization, backlog management, and requirements traceability.
• Document current and future-state business processes and workflows.
• Support implementation and adoption of agency initiatives and technology solutions.
• Ensure requirements and deliverables align with agency objectives, compliance requirements, and stakeholder expectations.
• Participate in project meetings, status updates, sprint ceremonies, and stakeholder reviews.
• Perform business analysis activities to improve agency effectiveness and service delivery capabilities.
