Job Description
Required Qualifications/Skills/Experience:
• 8 years of experience providing complex quality assurance consultation or oversight for projects, assignments, or special initiatives.
• 3 years of experience working in Agile environments, including:
• User story creation
• Participation in all Agile ceremonies
• Leading Refinement and Sprint Planning sessions
• 3 years of experience using Azure DevOps, Jira, or similar Agile lifecycle management tools.
• 3 years of experience performing highly complex (senior level) business analysis work with limited supervision and significant independent judgment.
• 3 years of experience analyzing program policies and procedures and assessing their impact on automated systems and functional areas.
• 3 years of experience coordinating with external vendors and contractors, including defining, assigning, and evaluating their work.
• 3 years of experience identifying business process improvement opportunities through automation and supporting proposal development for new systems.
• 3 years of experience consulting on application analysis, troubleshooting system problems, and implementing or recommending solutions.
• 3 years of experience reviewing complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and providing feedback to document owners.
• 3 years of experience developing training curricula and conducting formal training sessions for assigned system modules.
• 3 years of experience developing or reviewing test cases and processing change requests.

Preferred Skills/Experience:
• 4–7 years of prior experience working with specific client's department.
• Demonstrated experience in business analysis and quality assurance for client licensing systems, with deep knowledge of the full license lifecycle, including new license applications and license management processes.
• Proven ability to perform detailed manual testing to ensure system functionality, regulatory compliance, and high quality user experience.

Job Summary:
• We are seeking a Senior Business Analyst / Quality Assurance Consultant supports complex system initiatives by gathering and analyzing business requirements, translating them into user stories, and ensuring system functionality through rigorous quality assurance practices.
• This role works closely with stakeholders, vendors, and Agile delivery teams to improve and automate licensing systems—particularly within client licensing agencies—while ensuring compliance with program policies, procedures, and client's standards.

Responsibilities:
• Gather, analyze, and document user requirements, business processes, and system improvement opportunities; translate requirements into detailed user stories with acceptance criteria.
• Analyze program policies and procedures to determine impacts on automated systems and functional areas.
• Perform senior level quality assurance (QA) reviews of user stories to ensure functional and non functional requirements are met.
• Provide quality assurance consultation and oversight for projects, assignments, and special initiatives.
• Develop, review, and execute test cases; process change requests; and support scope, acceptance, installation, and deployment activities.
• Identify opportunities to improve business processes through automation and assist with preparing proposals for new system development.
• Consult on application analysis, troubleshoot system issues, and recommend or implement solutions.
• Assist in reviewing and preparing complex project management deliverables, including project charters, project plans, test plans, and risk management plans.
• Coordinate with vendors and contractors, evaluate deliverables, manage assigned business relationships, and review and approve monthly and annual invoices.
• Plan, prepare, and deliver training materials and conduct training sessions for internal and external users.
• Maintain strong working relationships with end users to validate requirements, confirm solutions, and support a seamless user experience.
• Follow all client's policies and procedures.
• Perform other duties as assigned.
