Job Description
**Candidates must be located in the Austin, TX area **

Minimum Requirements:
• 8+ years – Experience coordinating with external vendors, defining work assignments, and evaluating completed tasks.
• 8+ years – Experience developing or reviewing project artifacts such as requirements documentation, test cases, and technical specifications.
• 8+ years – Experience analyzing systems, troubleshooting issues, and supporting implementation of solutions.
• 8+ years – Experience managing project scope, acceptance criteria, deployment activities, and UAT/system integration testing.
• 8+ years – Experience identifying project risks and developing mitigation strategies.
• 8+ years – Experience interpreting policies, procedures, and standards to determine impact on automated systems or functional areas.
• 5+ years – Experience acting as liaison between Business stakeholders and IT teams.
• 5+ years – Strong experience as a Data Analyst working with raw data.
• 5+ years – Strong experience as a Business Analyst in requirements gathering and understanding IT solutions.
• PMP or similar project management experience/knowledge is a significant plus.

Preferred Qualifications:
• 3+ years – Experience using TFS/Azure DevOps to create and maintain requirements throughout the lifecycle.
• 3+ years – Experience working in Agile environments (SAFe preferred).
• 3+ years – Proficiency with Microsoft tools, including Office, SharePoint, and Copilot.
• 3+ years – Understanding of enterprise architecture components (UI, data layers, integrations, infrastructure), business rules engines, workflow orchestration, and Azure hosted solutions.
• 3+ years – Experience with Texas HHSC processes and Texas Medicaid/CHIP systems.
• 3+ years – Experience updating portfolio or project management tools at a state program level.

Summary:
• The Senior Business & Data Analyst will support a major system modernization initiative to build a new Medicaid application. This role requires a highly experienced professional who can independently execute complex tasks, provide strategic project and product oversight, and collaborate with both business and technical teams.
• The Analyst will work closely with Medicaid IT Contracted Systems teams to ensure consistent documentation, alignment with agency direction, and effective delivery of application functionality.
• A strong blend of data analysis, business analysis, technical understanding, and project coordination is critical for success.

Responsibilities:
• Serve as a liaison between business stakeholders and IT teams (Architecture, Project Delivery, Application Sustain, etc.). (5+ years)
• Analyze raw data and translate insights into actionable business and system requirements. (5+ years)
• Conduct requirements gathering sessions and develop detailed documentation including user needs, functional specifications, and process flows.
• Review, analyze, and evaluate business systems and user needs; formulate solutions that align with overall business strategies.
• Support business process reengineering efforts; identify new technology applications to improve business effectiveness.
• Prepare solution options, risk assessments, and financial analyses (e.g., cost/benefit, ROI, buy/build decisions).
• Provide project oversight for Medicaid system modernization workstreams and integrated efforts.
• Support documentation and delivery processes for Medicaid IT Contracted systems.
• Develop and standardize processes to ensure consistent approaches across teams.
• Coordinate with external vendors, define deliverables, evaluate work output, and manage service requests. (8+ years)
• Oversee system integration and user acceptance testing activities. (8+ years)
• Identify project risks, dependencies, and mitigation strategies. (8+ years)
