Job Description
Minimum Requirements:
• 8 years of experience troubleshooting system problems for WIC clinic staff and participants related to the participant portal, MIS, and EBT systems.
• 8 years of experience developing training curricula and conducting formal training sessions covering assigned systems modules in nutrition education, clinic services, and/or infant feeding related to the MIS system.
• 8 years of experience consulting on the analysis of issues around the MIS and EBT systems and helping implement solutions.
• 8 years of experience analyzing user requirements from both state agency and local agency staff and communicating testing requirements, training, and feedback to business leads for enhancements to production.
• 8 years of experience consulting and escalating project decisions to the business lead for final decisions and approval of complex project deliverables.
• 8 years of experience designing, developing, coordinating, and conducting test cases for User Acceptance Testing (UAT) that impacts the WIC MIS.
• 8 years of experience reviewing release notes and communication-related material about EBT benefit issuance, client portal, and other enhancements. Provides feedback prior to implementation in production.
• 8 years of experience proactively identifying potential project risks and providing strategies for mitigation to the business leads.
• 8 years of experience reviewing completed requirements, complex project deliverables, design document plans, and providing comments to vendor application partners for the transition to EBT benefit issuance.
• 8 years of experience tracking progress to ensure project deliverables are completed on time.
• 8 years of experience developing and completing test plans to validate solutions.
• 8 years of experience providing quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and seeking improvements in the advanced planning and business processes.
• 8 years of experience providing guidance and explaining processes to interested groups and team members.
• 8 years of experience providing quality customer service by responding to all inquiries and requests promptly.
• 8 years of experience reviewing Sprint summary reports.
• 8 years of experience with monthly review of dual participation records in the WIC MIS.
Preferred Qualifications:
• 1 year of experience with monthly review of dual participation records in the WIC MIS.
Responsibilities:
• Reviews, analyzes, and evaluates business systems and user needs.
• Formulates systems to parallel overall business strategies.
• Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
• Familiar with industry-standard business process mapping and reengineering.
• Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
• Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
Level Description:
• Experience: 8 or more years of experience, relying on experience and judgment to plan and accomplish goals.
• Tasks: Independently performs a variety of complicated tasks.
• Creativity: A wide degree of creativity and latitude is expected.
• Liaison Role: Minimum 5 years of experience serving as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.).
• Analytical Skills: Strong experience as a Data Analyst in analyzing raw data and as a Business Analyst in requirements gathering, understanding technology.
• Project Management: Any project management experience with PMP is a huge plus.
Additional Job Details and Special Considerations:
• These positions will perform highly advanced (senior-level) business analysis work for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
• Work involves analyzing system requirements and project deliverables for the Texas Management Information System (MIS) transition to WIC Electronic Benefit Transfer (EBT) system and making recommendations for strategic system improvements.
• Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. - **Only those lawfully authorized to work in the designated country associated with the position will be considered.**
