Education Requirements
• Bachelor’s degree from an accredited college or university in Business, Public Administration, Management Information Systems, or a related discipline.
• Two (2) years of professional experience in a related program area analyzing and interpreting program laws, regulations, policies, and procedures, including:
o One (1) year applying recognized data processing concepts to business process planning and analysis
OR
• An equivalent combination of education and experience as described above.

• General knowledge of automated systems logic, database concepts, system security, data communications, and multi-platform environments

Project Description
This project provides IT technical and business systems support for the Client’s Bureau of Behavioral Health Wellness and Prevention (BBHWP). The Contractor will support critical mental health and substance use reporting systems, including TEDS, CLD, URS, I-TF, and N-SUMHSS. Responsibilities include business process analysis, system support and maintenance, regulatory impact analysis, and data quality improvement. The role requires close collaboration with Client stakeholders, external partners, and vendors. Training and ongoing user support are key components of the engagement.

Key Duties / Scope of Work
• Provide IT technical support for Client BBHWP systems, including research, analysis, evaluation, data collection, testing, troubleshooting, documentation, and maintenance
• Analyze and document Client business processes; identify system deficiencies and automation opportunities; propose business process and system improvements
• Develop business and technical requirements by collaborating with Client program staff, end users, vendors, and technical teams
• Participate in Client program planning and conduct system alternative analyses
• Prepare system documentation, user guides, and technical requirements for grant proposals as needed
• Monitor financial aspects of system development, including resource recommendations, budgeting support, purchase requests, and expenditure tracking
• Develop and execute system test plans and participate in quality assurance activities
• Support system implementation by developing procedures, transition plans, training materials, and end-user documentation
• Deliver training to Client staff, external behavioral health and substance abuse prevention agencies, providers, and vendors
• Review and analyze federal and state laws, regulations, and policies to determine impact on Client programs and systems
• Coordinate with developers and professional staff to test, implement, and support system changes
• Perform related duties as assigned
