• Bachelor’s degree in public administration, Political Science, Data Science, Business, or a closely related field.

Minimum Qualifications
• At least two (2) years of experience in process analysis, operations, or technical support; government or elections-related experience is preferred.
• Strong analytical, organizational, and communication skills.
• Proficiency in Microsoft Office Suite.
• Experience with process mapping and documentation tools (e.g., Visio, Lucidchart) or similar applications.
• Ability to analyze business processes, document workflows, and identify opportunities for improvement.
• Familiarity with election systems, voter registration databases, or government compliance frameworks is desirable.

• Experience working in a government or public sector environment.
• Knowledge of Nevada election laws, regulations, and procedures, including Nevada Revised Statutes (NRS).
• Intermediate proficiency in SQL or comparable data analysis and reporting skills.
• Lean Six Sigma or similar process improvement certification.
• Experience working with large datasets to validate accuracy, consistency, and compliance.

Position Description
The Process Analyst supports the Elections Division by analyzing, designing, documenting, and improving election system processes to ensure the integrity, efficiency, and legal compliance of election-related activities. This position plays a critical role in improving the effective use of the statewide voter registration and election management system by state and county-level users. The Process Analyst collaborates with internal teams, county election officials, and vendors to enhance system functionality, consistency, and user support.

Duties and Responsibilities
Process Documentation, Analysis, and Improvement
• Evaluate existing election-related processes, workflows, and business rules for efficiency, accuracy, consistency, and compliance with Nevada Revised Statutes (NRS).
• Document processes, business rules, system functionality, and procedures.
• Identify and resolve documentation gaps.
• Develop process maps, standard operating procedures (SOPs), and documentation for new or updated processes established by state leadership.
• Identify and recommend improvements to election-related processes to enhance compliance, clarity, and operational effectiveness.
Technical Support and Systems Analysis
• Analyze technical support requests and recommend appropriate resolution paths.
• Validate election system functionality to ensure alignment with policies, business rules, and workflows.
• Assist in developing user stories and business requirements to support system enhancements.
• Document system processes and functionality to support Help Desk agents, development teams, and quality assurance staff.
Data and Analytics (Preferred)
• Run database queries and develop reports to provide insights into election-related data.
• Investigate and analyze large datasets to ensure accuracy, consistency, and compliance with state and county policies.
• Assist in developing business definitions for data elements to support the creation and maintenance of a data dictionary.
Compliance and Quality Assurance
• Ensure election-related processes comply with federal and state laws, including HAVA, Nevada state statutes, and Secretary of State directives.
• Support quality control measures and assist with risk-limiting audits and other compliance activities.
Stakeholder Engagement and Training
• Collaborate with county election officials, third-party vendors, and internal teams to gather feedback and promote consistent processes across jurisdictions.
• Work with vendors and internal training teams to develop training materials and user support documentation for staff and election system users.

Work Environment
• Hybrid or in-office position based in Carson City, Nevada.
• Occasional travel to counties or election sites may be required.
• Extended work hours may be necessary during election cycles.
