• Strong analytical and problem-solving skills with the ability to translate complex information into clear, actionable requirements.
• Experience working with software development teams in an Agile environment, preferably Kanban.
• Ability to manage multiple, changing requirements while maintaining organization and attention to detail.
• Experience developing test plans, test cases, and test scenarios.
• Strong written and verbal communication skills.
• Excellent interpersonal and organizational skills.
• Ability to communicate effectively with technical developers, business users, executives, contractors, and other stakeholders.
• Ability to review technical documentation and understand software/database concepts.

Position Overview
We are seeking an experienced Senior Business Analyst to support application development initiatives within a judicial/court environment. The Business Analyst will work closely with court business subject matter experts, judicial staff, support personnel, development teams, contractors, executives, and end users to analyze existing business processes and systems and translate those findings into clear, actionable requirements for application development.
This is a fast-paced, high-priority role that plays a critical part in the application development lifecycle. The successful candidate will be comfortable working with both business and technical teams and will be capable of analyzing existing source code, database objects, business processes, and published documentation to develop detailed requirements and development tasks.
The development environment follows an Agile Kanban methodology, with features delivered as they move through the development cycle.

Key Responsibilities
• Meet with court and judicial Subject Matter Experts (SMEs), end users, executives, support staff, and development teams to gather and validate business requirements.
• Analyze and document As-Is business processes and develop To-Be processes that improve efficiency and application functionality.
• Review existing systems and technical materials, including:
• Oracle procedures and functions
• Java source code
• Existing application/source code
• Database structures
• Published system and business documentation
• Translate business needs and technical findings into detailed, actionable requirements for development staff.
• Create detailed development tasks involving areas such as:
• Web page and user interface design
• Form field-to-database column mapping
• Business logic
• Report development
• Process automation
• Application enhancements
• Develop detailed use cases, business requirements, functional requirements, and process models.
• Utilize Business Process Modeling (BPM) techniques to document current and future-state processes.
• Organize and prioritize requirements to support rapid application development.
• Manage multiple requirements and changing priorities throughout the development lifecycle.
• Track and communicate requirement changes and their impact on application development.
• Review and audit requirements for completeness, accuracy, relevance, and alignment with the scope of each development effort.
• Collaborate with Agile/Kanban development teams to clarify requirements and resolve questions throughout the development cycle.
• Develop test plans and test scenarios in a variety of formats.
• Participate in application testing and/or audit developed functionality and supporting documentation to ensure deliverables meet approved requirements.
• Identify gaps, inconsistencies, and ambiguities in requirements and work with stakeholders to resolve them.
• Ensure requirements are sufficiently detailed and clearly communicated to technical and non-technical audiences.
