Job Description
***Only qualified Project Manager/Technical Business Analyst candidates located in the Quincy, MA area will be considered due to the position requiring an on-site presence***

Preferred Education:
Bachelor’s degree in computer science, Information Systems, Business Administration, or related field, or equivalent work experience.

Preferred Certifications:
Desired Professional certification in PMP, IIBA, Six Sigma, or TOGAF or a minimum of 5 years of extensive hands-on experience in IT application implementations or systems migrations.

Required Skill Set, Abilities, Knowledge and Experience:
• Broad knowledge of project management and business analysis techniques in creating requirements and design documents
• Broad technical knowledge and experience supporting a wide range of applications, data processes, and technologies (e.g., Java, .NET, Oracle, SQL Server, Snowflake, AWS Cloud)
• Excellent technical skills, including experience with current development tools.
• Broad knowledge of accessibility and ADA compliance
• Strong familiarity with NIST security standards and working with PII and PHI data
• Proven understanding and knowledge of Agile/SCRUM software development lifecycle (SDLC)
• 5+ years of experience in business analysis and data integration
• Ability to develop and maintain effective relationships with management, end users, vendors, other project team members; excellent customer service skills
• Excellent oral and written communication and presentation skills
• Proficient in using Microsoft Office 365 suite, Visio, MS Project, and other project management and collaboration tools
• At least 5 years of experience working in business applications, system, and data analysis, or other related experience in an IT healthcare environment.

The MassHealth Information Technology Office is seeking a highly motivated Project Manager/Technical Business Analyst (PM/BA) with real-world expertise in supporting project management, software/system development, and data management lifecycles. This role operates under the shared direction of the Program Manager and Application Manager within MassHealth and the Health Safety Net. The PM/BA will play a critical role in ensuring project activities are properly monitored on behalf of the Program Manager, and that business processes, technical, and data architectures are well documented and maintained through strong change control on behalf of the Application Manager. Candidates must have prior project management experience, including the ability to project plan, create agendas and manage meetings, work within governance structures, keep minutes and task lists, conduct peer reviews, maintain project risks and defects (in Excel, Jira, or other tracking systems), report on project status, follow up on tasks assigned to other project teams, and work in a matrixed, highly collaborative environment. Candidates must also have prior technical business analyst experience, with the ability to enhance digital processes through discovery, diagramming, documentation, mapping, analysis, and recommending improvements. Utilizing common IIBA Business Analysis frameworks, toolsets, and methods will ensure quality outcomes, business continuity, through management of a robust internal knowledge repository. Candidates must possess excellent technical, modeling, data analysis, writing, and presentation skills. Experience working with SQL/ETL/EDI tools and experience in presenting complex problems simply to management is required.

Job Duties:
Project Management Skills:
• Oversee all assigned HSN program\project activities, track progress, and coordinate quality review of required artifacts
• Coordinate efforts of technical teams and vendors, and manage communications with Client’s shared service teams
• Ensure successful management of the software development and AWS migration lifecycles and maintain the ongoing health of the HSN program
• Manage, track, and report in the Jira defect, change order, and enhancement process. Quickly acquire needed business knowledge and contribute to strategy recommendations
• Review, approve, and sign off on assigned completed project deliverables; monitor issues and risks (RAID Reporting); and maintain documentation in the designated internal repository (MS SharePoint)
• Oversee & gather weekly reporting from project teams, ensuring each team is accountable for their project stream’s health and status
• Prepare and submit tickets and\or reports on any assigned efforts, which may include requirements gathering, system design, testing, and coordination of training, piloting, and go-live activities
• Liaise with business and technical stakeholders on project status updates and ensure timely reporting and resolution of risks and\or blockers
• Ensure all project documentation meets agency and Commonwealth standards, is properly stored and version controlled, and complies with change management processes
• Enforce all Client’s policies, maintain the configuration document repository, and support business continuity needs. Business Analysis & Quality Assurance Skills
• Develop and maintain functional and technical documentation
• Ensure requirements traceability and compliance with Client’s standards
• Analyze and update system and migration catalogs, including reports, database objects, interfaces, ETL jobs, software code, and security matrices
• Lead requirements gathering, solution design, and test script development
• Manage the document repository and enforce change control
• Present findings and recommendations to stakeholders

Data Analysis & Mapping Skills:
• Provide expertise in data discovery, mapping, and analysis
• Review SQL, stored procedures, and web services for data management needs.
• Ensure data quality and integrity across systems
• Define and document data structures and transformation rules
• Design test plans and collaborate with other team members
• Prepare high-level documents and presentations for knowledge transfer
• Oversee quality delivery throughout the integrated lifecycle
• Collaborate on solution integration and ensure minimal disruption to other teams’ work
• Ensure privacy and security compliance

Testing Skills:
Plan, track, and execute testing strategies; mentor others.
Translate requirements into technical specifications, designs, and user stories as needed.
Provide quality assurance for all interfaces and data exchanges.
Coordinate testing activities with QA teams.
Support data quality & integrity, test planning, preparation and setup for UAT, SIT, and performance testing.
Quickly gain understanding, become a subject matter expert, provide guidance and mentorship to other team members.
Work with internal QA teams responsible for final version of test scripts.
Train end-users in areas of expertise as required.
