Required Education
• Bachelor’s degree in Geographic Information Systems (GIS), Computer Science, Transportation Planning, Engineering, or a closely related field.
Required Skills
• Minimum of 3 years of professional GIS development experience, including 1–2 years working with ArcGIS Enterprise 11.1 or newer.
• Strong proficiency with:
o ArcGIS Enterprise (Portal for ArcGIS, ArcGIS Server – federated environments)
o ArcGIS Experience Builder (Developer Edition and hosted)
o ArcGIS Dashboards
o ArcGIS Pro (service publishing, data management, and geoprocessing)
o ArcGIS API for JavaScript (version 4.x)
o Python scripting using ArcPy and the ArcGIS API for Python
• Demonstrated experience administering ArcGIS Enterprise infrastructure, including:
o Federated servers and hosting servers
o ArcGIS Data Stores
o User and role management
o Security configuration and content governance
• Experience developing, deploying, and supporting web GIS applications for internal enterprise users and/or public-facing audiences.
• Solid understanding of enterprise GIS architecture, performance optimization, and security best practices.
Desired Skills
• Experience working in a transportation-focused organization or similar public-sector environment.
• Familiarity with transportation-related GIS concepts such as:
o Linear Referencing Systems (LRS)
o Roadway networks
o Transportation asset management
• Experience with DevOps tools, CI/CD pipelines, or automated deployment practices.
• Esri Technical Certifications (e.g., Enterprise Administration, Web Application Developer) and/or GISP certification.
Project Description
The GIS Developer will support the Client’s enterprise GIS modernization initiatives by designing and delivering custom geospatial applications built on ArcGIS Enterprise 11.x. This role focuses on creating scalable, secure, and high-performing GIS solutions that support business units such as roadway systems, maintenance operations, traffic operations, and traffic safety. The developer will leverage modern Esri technologies—including Experience Builder, Dashboards, ArcGIS Pro–based workflows, federated services, and enterprise infrastructure administration—to enhance data-driven decision-making across the organization.
Responsibilities
• Design, develop, and deploy custom web GIS applications using ArcGIS Enterprise 11.x components, including Portal for ArcGIS, federated ArcGIS Server sites, Experience Builder, and ArcGIS Dashboards.
• Administer and maintain ArcGIS Enterprise infrastructure, including Portal, server sites, hosting servers, data stores, security settings, user roles, and system monitoring.
• Develop interactive GIS applications and tools supporting Client programs such as:
o Roadway asset inventory and management
o Maintenance activity tracking and reporting
o Traffic operations and incident mapping
o Project planning, visualization, and analysis
• Build, publish, and manage scalable map, feature, and geoprocessing services using ArcGIS Server 11.x+.
• Automate GIS workflows, data processing, and service publishing using Python and scheduled tasks.
• Integrate GIS applications with enterprise systems such as asset management, maintenance, and project databases.
• Customize and extend GIS applications using the ArcGIS API for JavaScript and custom Experience Builder widgets.
• Collaborate with Client engineers, planners, analysts, cartographers, and IT teams to gather requirements and implement GIS solutions.
• Optimize application and service performance while ensuring adherence to Client IT and data governance standards.
• Monitor, troubleshoot, and support enterprise GIS environments across development, test, and production.
• Document workflows, configurations, and applications; provide technical support and training to end users.
• Stay current with Esri advancements and new features in ArcGIS Enterprise 11.x to support continuous improvement.
