Preferred Education
• Bachelor's degree or higher in Information Technology, Computer Science, Business Administration, Project Management, or a related field.
Preferred Certifications/License
• State of Kansas Project Management Certification, CAPM, PMP, PMI-PBA, or similar certification.
Required Experience
• Three (3) years of experience supporting IT-related project management; or
• Five (5) years of IT-related project management experience in lieu of the preferred degree.
• Experience supporting a Project Management Office (PMO) or Project Portfolio Management (PPM) environment is highly desirable.
Required Skills
• Strong analytical skills with the ability to evaluate project proposals for strategic alignment, resource impacts, and business value.
• Proficiency with Microsoft Excel, including PivotTables, VLOOKUP/XLOOKUP, and data modeling.
• Experience using Power BI, Tableau, or similar business intelligence and reporting tools.
• Understanding of budgeting, cost tracking, variance analysis, and financial metrics such as ROI, NPV, and IRR.
• Working knowledge of project management methodologies, including PMBOK, Agile, and Waterfall.
• Ability to perform resource capacity planning, forecasting, and utilization analysis across multiple projects.
• Experience identifying portfolio-level risks, dependencies, constraints, and resource conflicts.
• Ability to review business cases and project proposals for completeness, feasibility, and organizational value.
• Experience supporting portfolio governance, project intake, prioritization, and lifecycle management.
• Strong attention to detail with a commitment to maintaining accurate and reliable project data.
• Excellent communication skills with the ability to prepare executive dashboards, reports, and presentations.
• Strong stakeholder management, facilitation, organization, and documentation skills.
• Ability to work collaboratively across technical and business teams while managing multiple priorities.
Desired Qualifications
• Experience working within State or Federal Government environments.
• Familiarity with Project Portfolio Management (PPM) tools such as Planview, Clarity PPM, ServiceNow ITBM, Smartsheet, or Microsoft Project Online.
• Knowledge of organizational change management principles.
• Experience developing portfolio dashboards, KPIs, executive scorecards, and governance documentation.
• Demonstrated ability to improve portfolio management processes and reporting practices.
Project Description
The IT Analyst (Generalist) – Project Portfolio supports the planning, governance, reporting, and optimization of the CLIENT project portfolio. This position works closely with the IT Project Portfolio Manager, PMO leadership, project managers, business analysts, and cross-functional teams to ensure IT investments align with the strategic goals of the CLIENT.
The successful candidate will provide portfolio analysis, resource planning, governance support, executive reporting, and performance monitoring to help maximize portfolio value, balance organizational priorities, mitigate risk, and improve IT service delivery outcomes.
Duties
• Analyze project proposals to assess strategic alignment, resource impacts, costs, benefits, and return on investment.
• Collect, validate, and analyze portfolio status information from project managers, IT leadership, and business stakeholders.
• Perform capacity planning, resource forecasting, utilization analysis, and scenario planning.
• Identify project interdependencies, scheduling conflicts, resource constraints, and portfolio risks.
• Develop and maintain executive dashboards, portfolio reports, scorecards, and key performance indicators (KPIs).
• Monitor portfolio performance, including budget variance, schedule adherence, resource utilization, and risk exposure.
• Communicate portfolio status, priorities, and recommendations to leadership and stakeholders.
• Support portfolio governance processes, including project intake, prioritization, lifecycle tracking, and governance reviews.
• Document governance decisions, meeting outcomes, action items, and portfolio changes.
• Maintain portfolio management tools, databases, templates, and reporting standards.
• Ensure the integrity and accuracy of project financials, schedules, resource assignments, and portfolio data.
• Recommend and implement improvements to portfolio management processes, governance practices, reporting, and documentation.
• Collaborate with cross-functional teams to improve transparency, efficiency, and overall portfolio performance.
• Perform other portfolio management and PMO support responsibilities as assigned.
