Required skills, knowledge, and Abilities:

• Perform complex administrative duties in support of a professional program area or areas.

• Require considerable knowledge of the program area(s) to enable the employee to work effectively and independently in a wide range of work situations under general supervision.

• Positions have a significant role and responsibility to make complex and independent judgments within the scope of their responsibility as a result of delegated authority.

• The work is governed by a variety of complex rules and regulations such as statutory language, administrative code or rules, policies, and/or procedures that are applied and often require analysis and interpretation.

• Positions frequently develop complex databases to maintain program information and prepare statistical data analysis or reports.

• Positions may, but are not required to, perform lead worker duties, including training, assigning and reviewing the work of other permanent employees.



Essential Duties and Responsibilities:

• Compile and organize information on workforce development initiatives serving individuals with barriers to employment, including the Worker Advancement Initiative (WAI), Workforce Innovation Grants (WIG), Workforce Innovation and Opportunity Act (WIOA) discretionary grants, and other state and federally funded programs.

• For each project, document grant and funding source, project period, target population(s), industry focus, geographic coverage, key partners, planned outcomes, and reported outcomes.

• Review grant applications, reports, policies, performance reports, monitoring findings, and other documentation to identify common program models, service delivery approaches, participant support strategies, employer engagement practices, credential attainment approaches, and sector-based workforce strategies.

• Develop summary reports highlighting recurring themes and observations

• Compile information on local department activities related to special population initiatives, documenting accomplishments, innovative approaches, partnership structures, operational challenges, and lessons learned.

• Collect and organize performance information including enrollment, completion, credential attainment, employment placement, retention, earnings, and employer participation; develop comparative tables and dashboards summarizing available outcomes.

• Prepare a final summary report including an inventory of reviewed programs, summaries of target populations and sector strategies, outcome summaries, observed strengths and challenges, examples of promising practices, and potential topics for future policy consideration by department leadership.

• Deliverables include program inventory spreadsheet/database, summary profiles, sector strategy summaries, outcome comparison matrix, promising practices catalog, final findings report, and executive briefing presentation.
