DWI Tracking System

Client: Missouri State Highway Patrol
Web Address: www.mshp.dps.mo.gov

Summary
The DWI Tracking System (DWITS) allows the Missouri State Highway Patrol and participating jurisdictions to track each instance of a 'driving while intoxicated' citation from issuance through judicial disposition. It is the State's first Internet implementation that allows the courts, prosecutors, law enforcement agencies and the Highway Patrol access to DWI information.

Business Drivers

  • Incomplete DWI offense tracking impacting future federal funding of programs
  • Need to track citations (violations) from issuance through termination from 1999 recommendation from the National Highway Traffic Safety Administration (NHTSA)
  • Consolidating statewide DWI-related information
  • Improving the timeliness and accuracy of DWI tracking for multiple offenses
  • Improving processing throughput for issued DWI citations

Business Objectives

  • Provide the necessary compliance needed for future federal funding
  • Provide a multi-agency system that will provide tracking of a single DWI citation from its issuance to its final disposition
  • Provide a single point of collection for all DWI information
  • Improve throughput to provide all participating law enforcement officers more accurate and timely information

State Agencies Impacted

  • Missouri State Highway Patrol
  • Office of State Courts Administration (OSCA)
  • Department of Revenue (motor vehicles)
  • Office of Prosecuting Services
  • Department of Mental Health

Results

  • Greater compliance with federal performance initiatives
  • Integration through a single collection source
  • Improved information throughput from 15 - 20 days to less than 12 hours
  • Availability of all previous DWI convictions
  • Highway Patrol control of system 'down time'
  • Maintenance costs associated with the old system have 'gone away'
